Congress Avenue, Delray Beach 36006 This is advanced supervisory, administrative, and management-level work directing, planning, and providing overall leadership to a Division. Directs and coordinates the revenue-generating finance and fiscal activities of Palm Tran's finance, accounting, revenue, budget, contracts, grants, and purchasing sections. Responsible for developing and reviewing contracts, inter-local service agreements, and state and federal grants. Manages grants accounting and compliance, fixed asset accounting and control, and inventory accounting and controls. Also responsible for developing fiscally sound labor contract provisions and participating in labor contract negotiations, as well as overseeing the reporting and tracking of all financial data for purposes of cost analysis, forecasting, compliance, budgeting, and fiscal planning. Represents Palm Tran at public hearings and meetings, advisory boards and committees, other governmental agencies, and the general public. This is a senior-level executive position that reports to the Deputy Director of Palm Tran.
QUALIFICATIONS
This position requires qualified applicants to possess one of the following: A Master's Degree in Business/Public Administration (MBA/MPA), or Accounting; minimum of three (3) years of progressively responsible professional experience managing accounting, grants, contracts, and budgeting functions, which includes three (3) years of responsible management or supervisory experience, OR A Bachelor's Degree in Business/Public Administration, or Accounting; minimum of five (5) years of progressively responsible professional experience managing accounting, grants, contracts, and budgeting functions, which includes three (3) years of responsible management or supervisory experience, OR An unrelated Bachelor's Degree OR an Associate's Degree in Business/Public Administration, or Accounting; minimum of seven (7) years of progressively responsible professional experience managing accounting, grants, contracts, and budgeting functions, which includes three (3) years of responsible management or supervisory experience, OR Graduation from high school or an equivalent recognized certification; minimum of nine (9) years of progressively responsible professional experience managing accounting, grants, contracts, and budgeting functions, which includes three (3) years of responsible management or supervisory experience.
PREFERRED QUALIFICATIONS
Preferred qualifications include (must specify on application) : One (1) year of experience working in a transit or government environment.
