This is a salaried (exempt) position which requires devotion of significant hours both during time when City Hall is open (7:30 a.m. to 4:30 p.m.) as well as outside of those times for various purposes such as meetings, travel, or other necessary services. The proper performance of the City Manager's duties will require the City Manager to generally, observe normal business hours and will also often require the performance of necessary services outside of normal business hours. The City Manager will be required to devote such additional time as is necessary for the full and proper performance of the City Manager's duties.
Purpose and Nature of Job:
The City Manager is appointed as provided by City Charter. The City Manager shall be the Chief Administrative Officer. The City Manager shall be responsible to the city Council for the efficient administration of city government. The City Manager shall carry out all policies, procedures, ordinances, rules and regulations of the Council.
Essential Duties and Responsibilities:
Attend all meetings of the City Council unless excused there from by the Council. See that laws and ordinances are enforced and that the provisions of all franchises, leases, contracts, permits, and privileges granted by the Council are observed. Further, s/he shall: (a) Direct and supervise, in accordance with all City ordinances and administrative polices as may be adopted by the City Council, the administration of all departments of the City, except the police department, the fire department and the office of the City Clerk. (b) When necessary, appoint, suspend, demote, or dismiss any City employee under his/her supervision, in accordance with law and the City's administrative and personnel policies and may authorize any department head under his/her supervision to exercise these powers with respect to subordinate employees in that department. (c) Attend all City Council meetings unless excused by the City Council and have the right to take part in discussions but not vote. (d) See that all laws, Charter provisions, ordinances, resolutions and other acts of the City Council departments related under his/her supervision are faithfully executed. (e) Prepare and submit the annual budget, budget message and capital program to the City Council, keep the City Council fully advised as to the financial condition and future needs of the City, and make such recommendations to the City Council concerning the affairs of the City as s/he deems appropriate. (f) In the event of any temporary absence or disability of the City Manager, designate a qualified City employee to exercise the powers and duties of the City Manager during such time; provided that the City Council may revoke such designation at any time and appoint some other eligible person to serve as acting City Manager. (g) Not have the power to enter into any agreement, negotiation or other arrangement with any individual, group, organization or governmental body, which would require policy-making decisions by the City Council, without the prior knowledge and approval of the City Council. (h) Perform such other duties as required by law or by the City Council. Advise the Council on the Municipal Electric & Gas Utility Industry as it impacts on the City's distribution system. Recommend to the Council in writing for its consideration such measures that s/he may deem necessary or expedient. Formulate and recommend to the City Council the adoption of such measures as may, from time to time, deem necessary or advisable for the health, safety and welfare of the city and its inhabitants, or for the improvement of administrative or departmental functions and services. Responsible for and overseeing the writing and administration of city grants and special funds. The City Manager will be expected to participate in various community-oriented events, organizations, etc. which will sometimes go beyond the normal working hours. The City Manager will be expected to diligently document city activities and regularly provide updates to the City Council sufficient to ensure the efficient operation, management, and administration of the city.
Minimum Qualification Requirements:
Education - In addition to the Experience outlined below, the following Education is required for this position.
  • Graduation from an accredited four-year college or university with a bachelor's degree in Public Administration, Business Administration, or a closely related field OR
  • An equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities necessary to successfully perform the duties of the position may be considered. Experience - In addition to the Education outlined above, the following Experience is required for this position.
  • A minimum of five (5) years of progressively responsible executive or senior management experience in local government, preferably with a municipality in the State of Florida.
Other Qualifications Passing of pre-employment drug screen and physical are required. Valid DL for required business travel. Specialized course work in Public Administration, Business Management and Personnel Law. Working knowledge of computers and electronic data processing; working knowledge of office practices and procedures. Skill in operation of personal computers including word processing and spreadsheet software, specifically Windows and Microsoft programs would be advisable. Knowledge of database programs. This person must be able to work effectively with the City Council, receiving minimal to no supervision. However, at the same time, it will be necessary to be able to take instructions from the City Council to implement policies and procedures adopted by the Council. This person must also be able to communicate effectively, both orally and in writing and have the ability to present a positive and professional image of the City of Williston. Must have thorough knowledge and hands-on experience with Personnel Law and Procedures.

State Statutes, City Charter and Ordinances and Resolutions and O. Implement ICMA-CM Local Government Management Core Competencies (14 Core Competencies attached as Addendum "A"):
PHYSICAL DEMANDS
The City Manager position requires the ability to perform a combination of administrative and field-related duties. The successful candidate must be able to sit, stand, and walk for extended periods; use a computer and other standard office equipment; communicate effectively in person, by telephone, and in writing; and occasionally lift or carry items weighing up to 25 pounds. The position may require travel throughout the city to inspect facilities, attend meetings, respond to emergencies, and participate in community events. Duties may involve exposure to varying weather conditions, uneven terrain, construction sites, and other municipal work environments. The position also requires work outside of normal business hours, including evenings, weekends, and holidays, as well as the ability to respond to emergency situations as needed. WORK ENVIRONMENT
This position requires a highly motivated person with vision to continue to offer new programs and initiate innovative thinking. This position requires a person with good general knowledge of municipal government and finance administration. This position also requires a "hands on" approach in all areas of operations, including dealing with the elected officials. This position requires someone who is a good manager of time as well as people and resources. The job can require a significant amount of time to accomplish all tasks and to manage the advisory boards and committees. A successful candidate will also be on the Board of Director for both the Florida Gas Utility as well as the Florida Municipal Power Association. S/He also chairs or is a member of various local boards as appropriate.
