Job Description

This is a non-merit position with the Iowa Department of Health & Human Services-Aging & Disability. Only applicants who meet the Minimum Qualification Requirements and meet all selective requirements (listed below) will be placed on the eligible list. The Iowa Department of Health and Human Services (HHS), Division of Aging and Disability Services, is seeking a Bureau Chief for Aging Services to join our team. This supervisory management position reports directly to the Division Director for Aging and Disability Services and leads statewide program areas supporting older Iowans. The Bureau Chief develops and implements plans and activities that enable older individuals to live and thrive in the least restrictive environment possible and collaborates across HHS divisions to build a coordinated system of long-term services and supports for older Iowans. Key Duties and Responsibilities Implement senior-level management decisions in accordance with program guidelines, statutes, regulations, and policies. Develop and coordinate communication strategies with stakeholders. Identify, track, and report key performance indicators for program functions. Develop, manage, and monitor the bureau budget; review resource allocation and advise leadership. Review complex policy research and recommend statewide options for service delivery and improvements. Analyze legislative proposals and draft relevant rules and regulations. Provide oversight and direction to team members developing policy and practice guidelines for aging services. Foster a collaborative environment and develop strong, data-driven teams. Represent HHS at legislative meetings, boards, task forces, and committees; provide testimony or presentations as needed. Supervise staff implementing aging programs; oversee budget and resource allocation. Advise leadership on program status, progress, and effective utilization of resources. Assist the Leadership Team in defining long-term mission and goals; support talent management and assess program success.
Competencies / Essential
Functions Assigns and supervises work across a bureau that provides state-wide services. Recommends personnel actions related to selection, disciplinary procedures, performance, leaves, grievances, work schedules, and assignments. Interprets data and develops data-informed improvements to service delivery. Develops goals and procedures to implement policies and vision set by the Division Director. Evaluates contractor performance and formulates corrective action plans. Develops policies and procedures that comply with federal and state laws and regulations. Resolves a broad spectrum of general administration problems not covered by precedent or established policies. Communicates effectively with individuals and contractors face-to-face or remotely. Special Requirements & Selective Certifications Applicant will be required to complete a background check to be considered for this position.

All work performed on behalf of Iowa Health and Human Services must occur in the State of Iowa. 5 67 Experience Interpreting Iowa Code and Iowa Administrative Code Applicant should demonstrate a minimum of 6 months' experience, 12 semester hours, or a combination of both in the area of developing and interpreting Iowa Code and Iowa Administrative Code. AND 566 Federal Program Experience Applicant should demonstrate a minimum of 6 months of work experience managing federal program requirements, expectations, and funding. Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification: 1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations. 2) Eight years of full-time work experience in program administration, development, management, or operations. 3) All of the following (a and b): a. Four years of full-time work experience work in program administration, development, management, or operations; and b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education. 4) All of the following (a, b, and c): a. Two years of full-time work experience work in program administration, development, management, or operations; and b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education. 5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
