Job Description
Overview The City Clerk serves as the administrative leader of City Hall and is responsible for ensuring the efficient day-to-day operation of the City's business. This position works closely with the Mayor, City Council, Deputy Clerk, City Attorney, Public Works Department, and the public while maintaining official records, overseeing municipal finances, and ensuring compliance with local, state, and federal requirements. The City Clerk is often the first point of contact for residents and plays a key role in providing excellent customer service and supporting transparent local government Responsibilities Manage the daily operations of City Hall. Prepare City Council meeting agendas, packets, minutes, and official records. Maintain ordinances, resolutions, contracts, and permanent municipal records. Oversee utility billing, accounts payable, accounts receivable, payroll, and general ledger functions. Prepare financial reports, budgets, and annual reports. Coordinate elections and maintain required election records. Administer city licenses, permits, and official filings. Process public records requests and maintain records retention schedules. Prepare grant applications and administer grant reporting requirements. Serve as liaison between the Mayor, City Council, and the public. Supervise and train office staff as assigned. Ensure compliance with Iowa Code, city ordinances, and municipal policies. Attend regular evening City Council meetings and other meetings as required. Experience High school diploma or GED required; associate's or bachelor's degree in business, accounting, public administration, human resources, or a related field preferred. Experience in municipal government, accounting, or office administration preferred. Strong computer skills, including Microsoft Office and municipal accounting software. Excellent written and verbal communication skills. Ability to maintain confidential information. Strong organizational skills with attention to detail and the ability to manage multiple priorities. Knowledge of accounting principles and governmental financial practices is preferred.
