To provide leadership of workforce and economic development activities including federal, state, and local workforce training programs. Will have primary responsibility for outreach to area employers, determining workforce training needs, and developing and delivering contract and cohort trainings as appropriate to meet those needs.
QUALIFICATIONS
Required - Bachelor's degree in training and development, education, business, or related field. Three years of relevant work experience in training/education in academic or corporate settings. Basic computer skills. P referred - Master's degree in closely related field. Proven record of effectively implementing workforce training and/or curriculum development programs. Bilingual in English and Spanish languages.

DUTIES/RESPONSIBILITIES
1. Responsible for the management, performance evaluation, accountability, and training of all the College's and contracted Workforce and Continuing Education staff within the Division. 2. Responsible for the management, performance evaluation, accountability, and training of the Vector Training Office staff. 3. Promote Iowa New Jobs (260E) projects, Iowa Jobs (260F) projects, ACE Job Credit (260G) partnerships, DOL registered and non-registered apprenticeships, and other industrial initiatives, workforce development, or economic development activities. 4. Provide supervision, direction, and support of the Iowa New Jobs (260E) projects, including determining company eligibility, assistant companies with grant applications, completing required paperwork in cooperation with financial and legal partners, moving forward with bond issue process, monitoring funds, completing quarterly and annual state reporting requirements, and maintaining compliance with laws and rules. 5. Provide supervision, direction, and support of the Iowa Jobs (260F) projects, including assisting companies with grant application, status reviews, and compliance reports. 6. Facilitate and monitor ACE Job Credit (260G) partnerships. 7. Facilitate Workforce Pell eligible offerings and work with other departments in the College to maintain growth and compliance. 8. Develop and enhance strong working relationships with both area and statewide business, industry, community, agency, governmental, not-for-profit, and post-secondary leaders. 9. Assess training and educational needs of business, industry, organizations, and communities in the College's service area; ensure the development and implementation of training, education, and other assistance as needed. 10. Monitor workforce training agreements between Northwest Iowa Community College and area businesses and the effectiveness of the related training. 11. Research, design, facilitate, and evaluate area wide training programs based upon feedback of key stake holders. 12. Develop and implement short and long-term vision and goals for the Workforce and Continuing Education Department and Vector Training Office. 13. Manage the financials of the Division, including projected budget and analyses of income and expenses. 14. Work with individuals in economic development organizations to enhance regional economic growth. 15. Serve as point of contact for non-credit statewide Economic Development and Workforce Training initiatives. 16. Support cooperative working relationships between Economic Development, Workforce Training, and the College's Credit Divisions. 17. Ensure completion of non-credit College and State reporting. 18. Consult with the Executive Council, Administrative Council, Academic Council, and related personnel in areas of responsibility concerning appropriate College matters. 19. Serve on College committees as assigned by the President. 20. Perform other duties as assigned by the President.
WAGE/SALARY RANGE
