Starting salary for this position: $59,467.20/Annual ($28.59/Hr.)
  • Offered salary will be determined by experience, qualifications, and skill set that the candidate brings to the position.

Position Summary & Responsibilities Position Summary:
The Substance Use Recovery Administrator provides statewide leadership, coordination, and oversight for substance use recovery initiatives across the Kansas Department of Corrections. This position is responsible for ensuring the effective delivery, continuity, and quality of substance use services from incarceration through community reentry. Job Responsibilities may include but are not limited to the following: Substance Use Recovery Program Oversight Provide statewide leadership and support to all KDOC facilities offering substance use programming. Work closely with the Lansing Correctional Facility East Campus Recovery Program, Topeka Correctional Facility Substance Use Recovery Program, and Winfield Correctional Facility Substance Use Recovery Program to ensure fidelity to evidence-based practices, trauma-informed care principles, and Residential Substance Abuse Treatment (RSAT) grant requirements. Collaborate with leadership to monitor program performance, identify service gaps, and support continuous quality improvement efforts. Assist facilities in meeting grant objectives, performance measures, and reporting requirements, while ensuring consistency in the implementation of substance use recovery initiatives across the agency. Contract, Grant, and Provider Management Serve as the primary liaison between KDOC and contracted substance use treatment providers. Facilitate communication regarding program expectations, service delivery standards, documentation requirements, and performance monitoring. Support providers in resolving operational challenges and maintaining compliance with KDOC policies, contractual obligations, and evidence-based treatment practices. Coordinate grant-related activities, monitor deliverables, and provide recommendations to leadership regarding program enhancements, resource allocation, and emerging service needs. Medication for Opioid Use Disorder (MOUD) Coordination Serve as the primary liaison between KDOC staff, substance use programming providers, medical services, pharmacy services, and central office leadership regarding Medications for Opioid Use Disorder (MOUD). Support the consistent implementation of MOUD protocols across facilities and ensure effective coordination among clinical and operational partners. Facilitate communication to promote the timely identification, referral, initiation, and continuation of MOUD services. Assist with program evaluation, data collection, performance monitoring, and reporting related to MOUD and other substance use treatment initiatives. Technical Assistance, Training, and Policy Development Identify and coordinate training, consultation, and technical assistance to facility staff, contracted providers, and agency stakeholders regarding substance use treatment and recovery services. Assist in the development, implementation, and revision of policies, procedures, and guidance related to substance use programming. Support the use of standardized assessment tools, treatment planning processes, recovery-oriented interventions, and best practices that promote successful treatment outcomes. Recovery Partnerships and Reentry Coordination Collaborate with facility staff, community supervision, treatment providers, and recovery partners to ensure continuity of care from incarceration through reentry. Support recovery-focused release planning, including treatment referrals, peer support, recovery housing, and MOUD continuation. Represent KDOC in statewide partnerships and learning collaboratives, strengthen community-based recovery networks, and use program data and emerging trends to support continuous improvement and positive reentry outcomes. Qualifications Minimum Qualifications :
Two years of experience in planning, organizing and directing the work of a department, program or agency. Education may be substituted for experience as determined relevant by the agency.
Preferred Qualifications :
Four year degree in corrections, criminal justice, or any of the social sciences. 2 years experience working with the resident population or another high risk/need group. 2 years experience monitoring contracts or quality assurance. 2 years experience in reviewing technical materials and technical report writing. 2 years experience in a substance-use recovery environment. Demonstrated strong verbal and written communication skills. Demonstrated ability to positive influence people and change.
Post-Offer, Pre-employment Requirements :
Must possess and maintain a valid driver's license and the ability to travel throughout the state as needed. Must successfully pass a criminal history records check. Must successfully pass a pre-employment urinalysis (UA) drug screening.

Kansas Tax Clearance Certificate Required:
