Job Description
The Council on Aging (COA) Director is responsible for developing, planning, organizing, administering, and evaluating all departmental programs and services to address the social, emotional, economic, and health needs of the Town's older adult population. The Director oversees all COA operational functions—including referral and outreach, transportation, food pantry services, congregate meals, and wellness/educational initiatives—in accordance with Town bylaws, COA Board policies, Commonwealth of Massachusetts statutes, and federal regulations. The COA Director performs all other related work as required.
ESSENTIAL FUNCTIONS

Provides strategic vision, overall leadership, and day-to-day management for the Council on Aging (COA), directly overseeing facility operations, staff, volunteers, programs, transportation services, food pantry operations, and vendor contracts.Personnel Management:
Recruits, trains, supervises, and evaluates all full- and parttime department personnel and volunteers; establishes performance standards, daily workflows, operational priorities, and staff expectations.Board & Stakeholder Engagement:
Prepares and presents comprehensive monthly reports to the COA Board, conducts regular staff meetings, and builds collaborative partnerships with Town departments, the Friends of the COA, state/regional agencies, and local community organizations.Community Assessment, Advocacy & Client Services Needs Assessment & Planning:
Continually evaluates community demographics and older adult needs, leveraging data, resident feedback, and best practices to guide longterm department planning and address unmet community needs.Direct Client Support & Advocacy:
Provides guidance, confidential case management, and information/referral support to older adults and caregivers, helping them navigate public benefits, human service systems, and regional resource networks.Mandated Reporting:
Serves as a Mandated Reporter for the Commonwealth of Massachusetts regarding the elder abuse and neglect framework.Specialized Program Administration:
Manages the municipal Senior Tax Work-Off program, including participant eligibility determinations, workplace placements, and ongoing compliance monitoring.Program Operations, Communications & Outreach Program Development & Facilitation:
Designs, schedules, and implements a varied calendar of monthly educational, recreational, cultural, social, and wellness initiatives, actively participating in event logistics, setup, and breakdown.Public Information & Communications:
Directs department communications and community engagement—including researching, writing, editing, and distributing the COA newsletter, managing social media, crafting marketing materials, and delivering public presentations.Financial, Administrative & Regulatory Oversight Financial & Operations Management:
Prepares and administers the annual operating budget; oversees department purchasing, accounts payable, payroll processing, routine scheduling, and recordkeeping.Grant Management & Funding Acquisition:
Researches, secures, and administers private, local, state, and federal grants to expand programs, augment resources, and support senior services.Data Tracking & Regulatory Compliance:
Maintains comprehensive administrative records, collects and analyzes operational metrics, submits required local and state reports, and ensures strict compliance with regulations set by the Executive Office of Aging and Independence and other governing authorities.
