POSITION OVERVIEW

Under administrative direction, the Director of Public Works plans, administers, and directs all operations of the Department of Public Works. The Director develops departmental policies, budgets, goals, and objectives and is accountable for the department?s overall performance, efficiency, and service delivery.

ESSENTIAL RESPONSIBILITIES

Direct daily operations and provide leadership, supervision, scheduling, training, and direction to DPW personnel. Develop and administer operating and capital budgets; monitor expenses, project costs, and financial performance. Plan and oversee capital projects, repairs, replacements, improvements, and infrastructure upgrades. Prepare specifications, procurement documents, contracts, grant applications, and capital improvement requests. Oversee roads, sidewalks, storm drainage, parks, trees, public buildings, solid waste/recycling/compost, fleet maintenance, and related infrastructure. Direct road construction, maintenance, winter operations, snow removal, storm drainage, and special public works projects. Manage contractors, consultants, vendors, and procurement activities; review bids and monitor contracts for compliance. Coordinate with Town departments, residents, contractors, vendors, media, State agencies, and other stakeholders. Work with Planning/Conservation, MassDOT, DEP, and consultants on project funding, grants, and infrastructure improvements. Participate in employee recruitment, labor relations, contract negotiations, and collective bargaining. Ensure safe working conditions, appropriate safety training, and proper use of safety equipment. Monitor department performance and implement improvements to increase efficiency and service quality. Serve as the Town?s Tree Warden. Maintain on-call availability and provide operational oversight during snowstorms, hurricanes, and other emergencies.

QUALIFICATIONS

High school diploma or equivalent and 5?7 years of related experience, or an equivalent combination of education, training, certification, and experience. Bachelor?s degree in Public Administration or Civil Engineering preferred. Class D Driver?s License required. CDL Class B with brake endorsement and valid DOT medical card preferred. Preferred licenses/certifications include Hoisting 2A, Pesticide Core Applicator, Hydraulic, Tree Warden, and OSHA certification. Knowledge, Skills & Abilities Knowledge of Massachusetts laws and regulations affecting public works, environmental issues, solid waste, land use, roads, snow and ice operations, fleet maintenance, and public works administration. Ability to plan, assign, supervise, and evaluate a wide range of public works operations. Strong leadership, management, communication, problem-solving, negotiation, and customer service skills. Ability to develop and administer budgets, prepare financial reports, establish policies and procedures, and manage personnel. Proficiency with computers and technology used in department operations. Ability to establish effective working relationships with Town officials, employees, State agencies, contractors, and the public.

WORK ENVIRONMENT

Primarily office-based with regular field visibility and inspections. Position involves sitting or standing, walking, stooping, and occasionally moving objects weighing up to 30 pounds. Work requires reviewing documents, maps, blueprints, forms, equipment, buildings, and computer information.
