Job Description
Hopedale Town Administrator Responsibilities and Duties as approved by the Select Board August 31, 2026 The Town of Hopedale is seeking a full-time Town Administrator skilled in municipal finance, and able to work collaboratively with Select Board and department heads to encourage growth and creative problem solving.
Administrative Responsibilities:
- Act as Chief Administrative Officer of the Town, reporting to and functioning under the policy guidance of the Select Board.
- Attend all meetings of the Select Board and Town Meetings, unless excused by the Select Board.
- Serve as liaison between the Town and other local, state and federal officials, and other advisors to the Town.
Personnel Responsibilities:
- Serve as the Personnel Officer of the Town and be available to assist all appointing authorities with recruitment, training and discipline of employees.
- Provide daily support and supervision of all Town employees hired by the Select Board and coordinate with all other departments and employees of the Town to ensure consistent personnel practices in all departments.
- Ensure that a system of annual employee evaluations is in place, as approved by the Select Board, and that all employees of the Town receive an annual work performance evaluation.
- Directly supervise one Executive Assistant to ensure effective and efficient support of the Town Administrator's role.
Budgetary and Fiduciary Responsibilities:
- Produce and present to the Select Board and Finance Committee annual projected revenues through collaboration with Town authorities, including the Town Accountant, Treasurer, Collector of taxes and others as necessary.
- Under the guidance of the Finance Committee, gather pertinent financial data for the purpose of developing annual financial budgets.
- Review and ensure the accuracy of all warrants for the payment of bills and employee payroll. His/her signature shall be sufficient approval for payment of all warrants, if the Select Board's signatures are not available.
- Perform a quarterly review of the status of all departmental budgets during the course of the fiscal year to ensure actual spending is consistent with budgeted sums and immediately advise the Select Board and Finance Committee of any pending concerns.
Procurement of Goods and Services:
- Act in the capacity of Chief Procurement Officer of the Town and ensure that all purchasing and contract awards are made in a manner consistent with Massachusetts Statute and local by-laws.
- Administer the Town's insurance program, including worker's compensation, employee group health/life insurance and property/liability insurance.
Qualifications and Experience:
- Bachelor's degree in public administration, municipal finance, business, or political science is required. A Master of Public Administration (MPA) or MBA is preferred.
- Minimum of 5 years of municipal government experience , with a preference for time spent managing a municipality of a similar population size.
- Candidates must demonstrate deep knowledge of Massachusetts General Laws (MGL), Proposition 2½ tax limits , Massachusetts public procurement laws ( MCPPO certification is a plus ), and the traditional Town Meeting process.
- Direct experience navigating Massachusetts public sector collective bargaining and union contracts .
Compensation and Benefits:
- Salary range for this position is $170,000 - $190,000.
- This is a full-time role.
