Work involves maintaining continued occupancy within the policies and procedures adopted by the Authority and consistent with policies, procedures, and regulations of the Department of Housing and Urban Development (HUD), Executive Office of Housing and Livable Communities (EOHLC) and applicable Massachusetts state laws as they relate to sanitary code, required notice periods, evictions and court proceedings. Employee must exercise considerable independent judgment and initiative in performing duties of the position and must exercise tact and courtesy in frequent contact with residents, employees, local officials, and the general public.
Responsibilities:
Undertakes and performs the following and other work-related duties as assigned: Acts as liaison between the administrative office and residents; responsible for professional relations with all staff, residents, other organizations and the community at large. Responsible for final tenant qualification, offering and showing units, lease-up and occupancy of dwelling units. Maintain a lease-up rate of 98% or greater. Schedules and executes dwelling leases, home visits, move-in orientations, move-in inspections, etc. Responsible for ground and building inspections, move-out inspections, housekeeping inspections, etc. and for generating work orders for the Maintenance Department as a result of all agency employee and contracted inspections. Oversees the fiscal accounts and related administrative functions, including but not limited to accounts receivable aging, tenant lockbox utilization, posting verifications, and notices to quit. Responsible for prompt and full collection of all resident accounts to ensure MHA goals are met. Maintain a delinquency rate of 5% or less. Monitor all activities of the assigned housing community to ensure lease enforcement. Establishes and maintains individual files on residential unit residents. Works with Rent Calculation Specialist and annual and interim re-examinations of income and family composition. Is involved as needed with rent calculations, interviewing residents, processing changes, verifying income/expenses/deductions and preparing appropriate paperwork for other affected departments. Ensures verifications of income/expenses/deductions are conducted in accordance with HUD's protocol (UIV, third party written, etc.) Ensures rents are calculated according to accepted Rental Integrity Monitoring (RIM) and /or any other regulations and guidelines established by HUD or EOHLC and that changes are completed timely. Reports to attorney non-payment of rent and lease violations; and assists attorney in court cases involving resident lease enforcement and eviction matters. Recommends programs and/or activities that will meet the needs of the housing community. Evaluates buildings and grounds for physical improvement and maintenance needs and communicates such; meets with residents and employees as the official Authority representative to assess needs and concerns leading toward general improvement of the of the assigned housing community(ies). Meets with residents concerning rent collection, maintenance problems, resident complaints, lease agreements and informal grievances. Attends Resident Council and Tenant meetings. Participates in periodic staff meetings and/or trainings to ensure that all functions are being carried out in accordance with AHA policies as established by the administrative office. Completes a variety of periodic reports for analysis, follow-up and submission to supervisor/executive management.
Some of these reports include:
Tenant Accounts Receivable, Vacancy reports, minutes of site tenant meetings, HUD and EOHLC required reporting. Completes timely monthly EIV review, problem resolution and record retention. Completes timely monthly transmission of 50058 and error resolution to HUD (PIC). Completes required EOHLC data collection and reporting (i.e. Quarterly Vacancy reporting). Completes ad hoc reporting requested by HUD and EOHLC. Coordinates with Family Self Sufficiency and Resident Services Coordinators for optimal program participation, coordination of available client services and accurate required reporting. Rotates to and/or assists other developments as necessary. Performs other related work as assigned.
