Experienced Occupancy Specialist Affordable Housing / HUD Project-Based Section 8 Full-Time Position | Hourly Pay | Quincy, Massachusetts Marina Bay Management Services, LLC is seeking an experienced, knowledgeable, and highly organized Occupancy Specialist to join our affordable housing management team in Quincy, Massachusetts . This is a full-time, on-site opportunity for an affordable housing professional with a strong working knowledge of HUD Project-Based Section 8 occupancy requirements who is comfortable managing the day-to-day compliance responsibilities associated with a large affordable housing community. The ideal candidate will have at least two years of hands-on HUD occupancy experience and a solid working knowledge of HUD Handbook 4350.3 REV-1, Change 4 , including applicant eligibility, waiting list administration, income and asset verification, annual and interim recertifications, Enterprise Income Verification (EIV) requirements, and HUD voucher processing. The selected candidate will work collaboratively with our property management, compliance, leasing, and accounting teams to maintain strong occupancy, exceptional resident service, and regulatory compliance. Responsibilities include, but are not limited to: Manage and maintain the property's HUD waiting list in accordance with applicable HUD requirements and the property's Tenant Selection Plan Process applicants from initial contact through eligibility determination, screening, certification, and move-in Conduct and complete annual and interim recertifications accurately and within required HUD timeframes Review and verify household composition, income, assets, allowances, deductions, and other eligibility information Utilize the Enterprise Income Verification (EIV) system and complete required EIV reports, follow-up, documentation, and discrepancy resolution Prepare and review HUD certification and occupancy documentation Assist with HUD voucher processing , ensuring certifications and related data are accurate and submitted timely Maintain complete, organized, accurate, and audit-ready applicant and resident files Monitor upcoming recertification deadlines and proactively communicate with residents to obtain required documentation Assist with leasing, applicant interviews, move-ins, transfers, and other occupancy-related activities Maintain accurate resident, applicant, and certification information within the property's management software Provide professional and courteous customer service to applicants, residents, coworkers, and outside agencies Assist with preparation for Management and Occupancy Reviews (MORs) , compliance reviews, audits, and other regulatory monitoring Work closely with property management, compliance, leasing, and accounting personnel to maintain strong occupancy and regulatory compliance Assist with marketing, leasing, and resident relations activities as needed Perform other affordable housing, leasing, administrative, and property management responsibilities as assigned
Qualifications:
Minimum of two (2) years of direct HUD affordable housing occupancy experience , preferably within a HUD Project-Based Section 8 community Strong working knowledge of HUD Handbook 4350.3 REV-1, Change 4 and HUD multifamily occupancy requirements Demonstrated experience completing annual and interim recertifications Experience with EIV , income and asset verification, eligibility determinations, and resident file documentation Experience maintaining and administering affordable housing waiting lists Knowledge of HUD certification and voucher-processing requirements Strong organizational skills with the ability to effectively manage multiple deadlines and priorities Excellent attention to detail and a commitment to maintaining accurate, complete, and audit-ready files Excellent written and verbal communication skills Strong computer skills Proficiency with Microsoft Office 365 , including Outlook, Word, Excel, and related applications Professional and resident-focused approach to customer service Reliable transportation and the ability to report to the property in Quincy, Massachusetts Successful completion of a background check is required
Highly Desirable Qualifications:
Experience with RealPage OneSite and related RealPage products Previous experience with HUD voucher processing and TRACS-related functions Affordable housing industry certifications and/or professional training Direct marketing, leasing, and resident relations experience Experience working within a large affordable housing community or multifamily management organization Bilingual or multilingual communication skills Bilingual candidates are strongly encouraged to apply.
