Job Description

Summary:

The NEW and MFIP Program Manager is responsible for the administration, compliance, financial oversight, performance, and daily operations of the Native Employment Works Program and Minnesota Family Investment Program Employment Services. The Program Manager supervises assigned staff and ensures that participants receive timely, culturally responsive employment, training, supportive, and job-retention services. The position maintains compliance with approved grant plans and service agreements, applicable federal and state requirements, and Leech Lake Band of Ojibwe policies.

Education Requirements and Experience:

Bachelor's degree, preferably in vocational counseling, counseling, social work, human services, workforce development, or a closely related field.

At least two years of experience working with the Leech Lake community, with knowledge of local resources and the community's employment, training, and social-service needs.

Additional Qualifications and Skills:

Knowledge of current employment, training, and social-service issues affecting the Leech Lake community.

Understanding of Leech Lake values and culture and the ability to provide culturally responsive services that support employment, family stability, and economic self-sufficiency.

Demonstrated skills in participant advocacy, comprehensive assessments, individualized employment planning, case monitoring, motivational techniques, problem solving, and group facilitation.

Experience with budget management and preparing program and financial reports.

Strong oral and written communication, interpersonal, and customer-service skills.

Ability to maintain confidentiality and work respectfully with participants, staff, partner agencies, and the public.

Pre-employment drug testing is mandatory for all Leech Lake Band of Ojibwe positions.

Supervisory Duties:

Supervise Job Counselors/Job Developers in regard to caseload of consumers.

Set up training for all Counselors as needed.

Duties/Responsibilities:

Direct daily NEW and MFIP operations in accordance with approved grants, service agreements, budgets, policies, eligible populations, and service areas.

Develop program procedures, forms, work plans, service standards, and internal controls. Coordinate required approvals for program changes and maintain all grant and reporting deadlines. Meet with counselors on a weekly basis.

Advise the Workforce Development Director of compliance concerns, performance issues, staffing needs, funding risks, and corrective actions.

Ensure personnel, training, supportive services, contracts, and participant costs are allowable, properly approved, and fully documented.

Approve purchases and supportive-service requests within delegated authority. Reconcile program and Finance records, properly allocate shared costs, and prevent duplicate charges.

Develop program budgets with the Director and Finance and monitor expenditures, obligations, administrative cost limits, projected balances, and grant periods.

Coordinate with county and state agencies to ensure eligible Tribal members and covered caregivers are properly referred to and served by Tribal MFIP Employment Services.

Ensure staff complete required program overviews, assessments, employment plans, plan updates, and referrals for stabilization, family violence, child care, transportation, behavioral health, education, training, and other supports.

Oversee documentation of participation, progress, good cause, noncompliance, and participant rights before any adverse action or sanction is recommended.

Ensure the population served, service area, work activities, supportive services, job-retention services, and performance measures remain consistent with the approved plan.

Oversee job-readiness, training, placement, retention, transportation, child care, cultural work-related services, and other approved supports.

Attend and or conduct all mandatory meetings and trainings as required.

Maintain confidentiality and professional ethics at all times.

Maintain confidentiality, professional ethics, and compliance with Leech Lake Band of Ojibwe policies.

Perform other related duties consistent with the purpose and level of the position.

Ability to travel: in and out of the state on a possibly regular basis.

Understanding and sensitivity to Native American culture.

Physical Requirements:

Sedentary work.

Subject to internal working conditions.
