PUBLIC WORKS DIRECTOR
Job Description
Job Summary:
Plans, organizes, and coordinates the day-to-day activities of the Public Works, Public Utilities and Cemetery Departments; including property, plant, and equipment maintenance, garbage and recycling, storm and sanitary sewers. Work with related civic groups. Attends Council and/or Committee meetings as required.
Representative Duties/Essential Functions:
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position. Other job functions may be added from time to time. Performs regular duties of posted position in bargaining unit. Coordinates work procedures, prepares work schedules, and expedites workflow. Directs employees on a day-to-day basis on specific projects. Issues written and verbal instructions. Understands the implementation of union contracts. Maintains harmony among workers. Reports disciplinary problems to appropriate Administrative staff. Standardizes department policies and procedures to improve operational efficiency and manage maintenance of property, plant, and equipment. Prepares reports, creates and manages maintenance schedules. Manages budgets, staff and facilities of Water, Sewer, Refuse, Street, Parks, Cemetery, Street Lighting and City Building. Monitors compliance with OSHA standards and City safety programs; coordinate safety training for employees. Evaluates public works needs and formulates short- and long-range plans to meet needs in all areas of responsibility. Responds to public and other inquiries relative to department policies and procedures. Assists in the training of other City personnel in public works systems and techniques. Orders or authorizes ordering of parts and supplies and reviews bid specifications. Assists and advises other city departments as needed. Manages emergency callouts on off shifts and weekends from Police and/or severe weather response and other. Works with Vendors, Contractors and other civic and city organizations like Public Utilities Commission, MDH (water department), MPCA (sewer department), St. Louis County, MNDOT, Balkan Township, and citywide events Performs other duties as assigned.
Minimum Qualifications:
•Graduation from high school or GED equivalent and four (4) years previous public works experience, or equivalent combination of education and experience. Knowledge of Fleet, tools, specifications and purchasing. 3 years of verifiable supervisory experience. Considerable knowledge of property, plant, and equipment maintenance including street, sewer, and water maintenance and repairs. Appropriate language skills; ability to read, analyze and interpret documents and basic financial statements Ability to communicate effectively, verbally and in writing, with employees, consultants, other governmental agency representatives, City officials and the general public. Demonstrated knowledge and experience with labor relations. Ability to make independent judgments which have significant impact on the City. Valid CDL or the ability to obtain one in 1 year.
Other Preferred Skills and Abilities:
Knowledge of applicable City policies, laws, and regulations affecting department activities.
Physical Demands and Work Environment:
While performing the duties of this job, the employee is occasionally required to stand; walk; use hands and fingers to handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit, climb, balance, stoop, kneel, crouch, crawl, talk, hear and smell. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Work is often performed in office settings. Outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places, and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risks of electrical shock, and vibration. The noise level in the work environment is usually moderate, and at times loud when operating equipment.
