CITY OF HENNING POSITION ANALYSIS POSITION TITLE
Utilities Superintendent/Public Works Director

SUPERVISOR
Works under the general and administrative supervision of the
City Council STATUS :
Exempt
PRIMARY OBJECTIVE
Responsible for supervisory work of personnel in the construction, operation, maintenance and repair of the electric, natural gas, water, wastewater, and airport systems, as well as maintenance for public works, streets, parks, airport, festival complex/athletic fields, Country view and other city buildings for the City of Henning; and perform any related duties as required.
TYPICAL DUTIES PERFORMED PUBLIC WORKS
(Public Works also includes the municipal airport) Performs and/or directs the performance of all maintenance and construction work related to public works facilities and equipment, such as: parks and playground equipment, city and EDA buildings, sidewalks and boulevards, streets and related signage, and airport facilities. Schedules and directs road maintenance such as sealcoating, patching, and grading. Directs snow removal on city streets, parking lots, sidewalks, and around city buildings, as well as the municipal airport runway and taxiway. Performs, or directs the performance of, inspections, sampling, and reporting at the airport. Manages the direction of seasonal employees in mowing and trimming and weed control on and around city properties including buildings, parks, ball fields, and city streets. Contributes to the budget planning process, especially in the areas of maintenance plans, equipment needs, and capital improvement projects.
ELECTRIC
Performs, and/or directs the performance of, all work relating to the electric distribution system such as: Skilled work in the construction, maintenance, and repair of underground and overhead electric distribution systems. Operation and maintenance of all equipment related to the electrical distribution system. Right of way clearance/tree trimming. Substation maintenance, including regular voltage regulator reading. Perform live-line work using rubber gloves and hot sticks. Ensure that rubber goods and sticks are electrically tested and safe to use. Testing transformers and lines for proper balance. Testing transformers for PCBs and ensuring the proper disposal of PCB contaminated transformers. Complete and maintain all paperwork and reports associated with the disposal, sale, or storage of all transformers. Complete inspections of transformer storage facilities and assist with inspections of facilities by outside agencies. Prepares plans, including costs, for capital improvement projects. Orders materials and contracts labor according to project needs and budget.
NATURAL GAS
Performs, and/or directs the performance of, all work relating to the natural gas distribution system such as: Skilled work in the construction, maintenance, and repair of the natural gas distribution systems. Operation and maintenance of all equipment related to the natural gas distribution system. Leak and corrosion surveys, and general patrols while performing regular duties. The proper calibration of equipment such as Combustible Gas Indicators (CGIs) and bi-monthly odorization. Ensures emergency measures to control gas leaks are followed. Contacts all emergency services needed during an emergency. Contacts all local and state agencies that require notification. Ensures that all appropriate personnel are trained according to operating manuals Ensures all manuals, plans, and programs (O&M, Emergency Plan, OQ, Public Awareness, etc.) are properly maintained and up to date. Ensures that all paperwork is properly completed and filed. Completes all state and federal reports. Assists with inspections done by outside agencies.
WATER AND WASTEWATER
Performs, and/or directs the performance of, all work relating to the water distribution and wastewater treatment system such as: Operations and maintenance of the water plant and sewer lift stations. Directs contractors in the maintenance and repair of system equipment such as pumps, motors, and other equipment in connection with the water plant and distribution system, and pump stations and treatment system. Testing and sampling as required. Ensures proper calibration of equipment and instruments. Daily checks on the functioning of pumps, motors, and related equipment in connection with the water plant and pump station.
ALL UTILITIES AND PUBLIC WORKS
Performs, and/or directs, the performance of all work relating to the operations of the utilities and public works departments such as: All activities related to the construction, maintenance, and repair of all vehicles, equipment, facilities, and utility systems, and other related duties required for the smooth functioning of the utilities and public works departments. Install and maintain all utility meters and read all utility meters for utility billing. Locate underground utilities per Gopher State One-Call requirements. Conduct inventory, stock shelves, unload trucks, and maintain the shop and grounds. Operate and maintain all equipment related to the flow of electricity, natural gas, and water through the distribution systems. Do the same for the wastewater treatment system. Operation and maintenance of equipment as required by the job, such as: digger/derrick, bucket trucks, tractor and skid loader, plow truck, and dump trucks; and tools including power tools, valve wrenches, and hot-line tools. Answer service calls related to all utilities, diagnose problems, and make repairs when needed. Perform departmental record keeping as required. Maintain maps and drawings and make corrections and changes on all copies as required. Completes the monthly on call schedule. Perform on call duties, and serve as a backup, when available, for utility emergencies. Perform routine and preventative maintenance to all utility systems to avoid service interruptions. Supervises colleagues and contractors. Arrange for and supervise completion of appropriate safety and operational training for all utility/public works employees. Perform and/or supervise other duties as assigned or apparent.
ESSENTIAL KNOWLEDGE AND ABILITIES ELECTRIC
Knowledge of the principles of electricity, specifically, in the functional area of electric power distribution. Knowledge of electric distribution systems. Knowledge of OSHA regulations and the National Electric Safety Code. Skill in operating various hand tools and hot-line tools, such as hot sticks and squeeze tools. Ability to read and understand simple electric system plans, framing/construction specifications, and schematic diagrams. Knowledge of system planning, and transformer and cable sizing.
NATURAL GAS
Knowledge of the principles of natural gas, specifically, in the functional area of natural gas distribution. Knowledge of natural gas distribution systems. Knowledge of all natural gas manuals, programs, and plans specific to Henning, such as the O&M Manual, OQ Manual, Public Awareness Plan, Emergency Plan, Damage Prevention Program, etc. Also includes knowledge of the PHMSA Pipeline Safety Regulations parts 191 and 192. Knowledge of various hand tools including, but not limited to, pipe cutters, chamfering tools, squeeze-off tools, and valve wrenches. Knowledge of various leak and smell detection tools. Knowledge of system planning, and pipe and meter sizing.
WATER AND WASTEWATER
Knowledge of approved methods of, and tools and materials associated with, proper testing and sampling. Knowledge of the principles of water, especially in the functional area of water distribution. Knowledge of the principles of wastewater, especially in the functional area of wastewater collection and treatment. Knowledge of system planning.
PUBLIC WORKS
Knowledge of streets and storm sewer systems. Ability to operate and maintain various equipment associated with street maintenance, including, but not limited to the plow truck, dump truck, skidsteer and tractor with various attachments. Ability to operate lawn mowers and weed trimmers.
ALL UTILITIES AND PUBLIC WORKS
Skill in identifying problems, alternatives, and resolutions (troubleshooting). Skill in operating various hand, battery powered, gas powered, and hydraulic tools. Ability to operate and maintain heavy equipment. Ability to communicate with co-workers, customers, and various business contacts in a courteous and professional manner. Ability to lift 100 pounds. Ability to obtain and maintain a Class A Commercial Driver's License. Knowledge of all OSHA and other applicable safety regulations. Ability to coordinate tasks and schedules. Ability to lead in an effective manner.
WORKING ENVIRONMENT
Work involves routine exposure to irritant/fumes, hazardous chemicals, temperature extremes, vibrations, and noise. Work on high and low voltage energized lines. Work on pressurized natural gas lines. Work on pressurized water lines. Considerable physical effort is required involving many types of movements such as lifting, bending/stooping, twisting/turning, pushing/pulling, crouching/kneeling, and climbing. Work in confined spaces. Work in potentially gaseous areas. Work up to heights of 60 feet in the bucket truck with tasks overhead.
MINIMUM QUALIFICATIONS
Licenses:
Valid MN Class A license. Including a CDL or ability to obtain one within 6 months of employment. Trained and certified in CPR and first aid. Must pass DOT Drug and Alcohol Test (position is subject to pre-employment and random drug and alcohol testing).
Certifications:
Journeyman lineman's certification. This will directly affect steps in the Step and Grade plan. Natural Gas License Employees will be expected to obtain a Class C water and Class D wastewater license after an appropriate amount of training. Complete annual trainings. This will directly affect steps in the Step and Grade plan.
