Job Description

Salary:
$73,000-$76,000 annually
  • Starting salary based on qualifications and experience Job Summary The Town of Long View is seeking a Deputy Finance Director to assist with the Town's daily financial operations, including revenue collections, utility billing, accounting, payroll, purchasing, and accounts payable.
This position provides financial support to Town departments, assists with cash management and financial controls, and supervises, trains, and mentors staff. The Deputy Finance Director works closely with the Finance Director and exercises sound judgment in financial procedures and operations. Essential Duties & Responsibilities
  • Assist with the development and implementation of financial procedures, policies, and daily operations, including revenue collections, purchasing, accounts payable, payroll, and customer service.
  • Assist with the Town's general ledger, budgetary accounting, cash management, budget preparation, and financial reporting.
  • Supervise, train, mentor, and assist with performance management and personnel decisions for assigned staff.
  • Oversee and participate in utility billing, account management, customer service, revenue collections, bank deposits, online payments, and collection audits.
  • Prepare and process payroll, including timesheet entry, time audits, payroll reports, vendor payments, leave accruals, and related reconciliations.
  • Reconcile bank accounts and develop and maintain spreadsheets and financial tracking tools.
  • Assist with purchasing processes, including purchase orders, purchasing policies, capital expenditures, and fixed asset records.
  • Supervise and participate in accounts payable, including invoice approval and vendor payments.
  • Assist with the Town's annual financial audit and work directly with auditors as needed.
  • Maintain current knowledge of accounting practices, regulations, and financial trends through training and continuing education.
  • Serve as a backup to the Finance Director and other finance staff as needed and perform other related duties. Knowledge, Skills & Abilities
  • Knowledge of municipal accounting, auditing, financial controls, and applicable federal, state, and local laws and policies.
  • Knowledge of municipal operations, including utility billing, collections, revenue sources, and financial technology.
  • Knowledge of effective supervisory practices, including leadership, communication, coaching, evaluation, and mentoring.
  • Strong skills in teamwork, collaboration, conflict resolution, and customer service.
  • Ability to analyze financial information, prepare clear reports, solve problems, and make sound decisions using relevant data and context.
  • Ability to exercise independent judgment, maintain financial controls, prioritize work, meet deadlines, and manage multiple tasks.
  • Ability to communicate effectively and establish positive working relationships with employees, vendors, and the public. Preferred Qualifications
  • Bachelor's degree from an accredited college or university in accounting, business, or a related field and/or considerable experience in local government finance.
  • Valid North Carolina Driver's License.
  • NCFO certification, or willingness to obtain.
  • NC Notary Public certification, or willingness to obtain within one year. Benefits
