DSS Budget Officer

Job Description

Business Officer - DSS Description of Position The Business Officer is a full-time employee with Richmond County Department of Social Services. This employee will perform professional operating or cost accounting work requiring knowledge of the theory and practice of recording, classifying, examining, and analyzing the data and records of financial transactions. This position will maintain and oversee financial data, manage grants and contracts, track payroll, process and manage financial transactions, and generate financial reports for analysis. Accounting staff with DSS will be supervised by this position.
Knowledge, Skills & Abilities:
  • Considerable knowledge of accounting principles and practices.
  • Considerable knowledge of governmental accounting methods, procedures and financial practices.
  • Ability to interpret and apply common to moderately complex Federal and State fiscal regulations.
  • Ability to analyze and correct financial problems and accounting errors.
  • Ability to make minor adjustments to the accounting system and procedures.
  • Ability to prepare interpretive or analytical Accounting or financial reports.
  • Direct the development, implementation, and management of the annual DSS budget in accordance with Richmond County financial policies.
  • Moderate to advanced proficiency in Microsoft Excel, including routine use of formulas and conditional formatting.
  • Ability to supervise staff and make changes to workload distribution as necessary
  • Ability to direct and manage staff
  • Ability to manage routine to precedent setting issues
  • Ability to provide strategic planning assistance to management
Minimum Education and Experience:
Bachelor's degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and two years of progressive related experience, one year of which should be in a supervisory role, or an equivalent combination of education and experience.
