DEFINITION
Under the direct supervision of the Housing Choice Voucher Program Director, performs the required administrative work to assist eligible low income senior and family households to participate in the Housing Choice Voucher Program; understands and applies the regulations and processes associated with the administration of Housing Choice Voucher Program and similar subsidized housing programs funded by the United States Department of Housing and Urban Development (HUD), does related work as required.
ESSENTIAL RESPONSIBILITIES
Occupancy Section:
In compliance with federal regulations and local policy, staff in Occupancy coordinate opening of the waiting list, verify preference status, determine initial and ongoing eligibility, conduct program briefings, calculate potential rent payments, issue housing choice vouchers, refer potential program abuse for investigation, and execute repayment agreements.
Leasing Section:
In compliance with federal regulations and local policy, staff in Leasing conduct initial and Annual Housing Quality Standards inspections of rental units, determine rent reasonableness, negotiate and approve rent amounts, calculate Housing Assistance Payments (HAP), execute HAP contracts with landlords and promote Jersey City Housing Authority rental assistance programs in an effort to generate landlord interest and participation.
Special Housing Programs:
In compliance with federal regulation and local policy, staff in Special Housing Programs perform similar tasks as those in the aforementioned sections for specialized programs and functions including, but not limited to, the following: Family Unification, Veteran Affairs Supportive Housing, and Non-Elderly Disabled Housing, Mainstream and portabilities.
GENERAL RESPONSIBILITIES
1. Provides initial and ongoing determinations of eligibility, Housing Quality Standards inspections and execution of HAP Contracts 2. Responds to inquiries from a variety of sources 3. collaborates with counsel regarding records requests, policies, procedures, practices and litigations 4. Provides technical support for administrative and operational functions such as ensuring compliance. 5. Assists the Finance Portability Department with portability billings. 6. Coordinates all activities involving the intake portability process inclusive of initiating and receiving portability billings for the Housing Choice Voucher (HCV) Department.
POSITION REQUIREMENTS &QUALIFICATIONS
A. Education/Experience 1. Four (4) or more years of experience in HUD's Housing Choice Voucher Program, as well as, a strong working knowledge of interpreting and applying Local policy and Federal regulations B. Skills The ideal candidate will be customer-focused with strong organizational skills, attention to detail, and a positive, cooperative, team-player attitude.
