Under the general direction of the Town Manager, the Town Clerk serves as the official custodian of all municipal records and is responsible for administering the statutory duties of the Office of the Town Clerk in accordance with applicable federal, state, and local laws. The Town Clerk plans, organizes, and directs the legislative and records management functions of the Town by coordinating meetings of the Town Commission, preparing agendas and official minutes, maintaining ordinances, resolutions, contracts, and other official records, administering municipal elections, overseeing compliance with the New Mexico Open Meetings Act (OMA), Inspection of Public Records Act (IPRA), and records retention requirements, and ensuring transparency and accessibility of public information. This position provides executive-level administrative support to the Town Commission and Town Manager, supervises assigned personnel, develops and implements departmental policies and procedures, and serves as a liaison with elected officials, governmental agencies, legal counsel, and the public. The Town Clerk exercises a high degree of independent judgment, discretion, professionalism, and confidentiality while ensuring the integrity of the Town's legislative processes, official records, and statutory obligations. Essential Duties and Responsibilities Serve as the official Clerk to the Town Commission by coordinating all legislative functions, preparing meeting agendas and packets, attending meetings, recording proceedings, preparing, and maintaining official minutes, and ensuring compliance with all applicable public meeting requirements.
Maintains custody of all official Town records by organizing, preserving, archiving, and safeguarding municipal documents in accordance with state records retention requirements, established policies, and applicable laws.
Administers compliance with the New Mexico Open Meetings Act (OMA), Inspection of Public Records Act (IPRA), and other applicable transparency laws by coordinating public notices, legal postings, meeting publications, public records requests, and statutory deadlines.
Coordinates municipal elections by administering candidate filing processes, preparing required election documentation, maintaining election records, serving as liaison with county and state election officials, and ensuring compliance with the New Mexico Local Election Act.
Maintains the official repository of Town ordinances, resolutions, contracts, agreements, proclamations, and other governing documents by ensuring proper execution, indexing, filing, codification, and long-term accessibility.
Serves as the Town's records custodian by responding to public records requests through the New Mexico Inspection of Public Records Act (IPRA), certifying official records, maintaining document integrity, and ensuring lawful disclosure of public information.
Prepares, publishes, and distributes legal notices, public hearing notices, agenda packets, meeting materials, and other official communications as required by law or Town policy.
Administers business licenses, permits, and other official documents assigned to the Clerk's Office by maintaining accurate records and ensuring compliance with applicable ordinances and administrative procedures.
Provides executive administrative support to the Town Commission and Town Manager by preparing official correspondence, resolutions, proclamations, ceremonial documents, and legislative materials while facilitating effective communication among elected officials, staff, governmental agencies, and the public.
Develops, implements, and maintains records management systems, document imaging systems, electronic filing systems, and legislative software to improve efficiency, accessibility, records security, and long-term document preservation.
Supervises, trains, assigns, and evaluates Deputy Clerks and other assigned personnel by establishing work priorities, monitoring performance, providing professional development opportunities, and ensuring quality customer service.
Develop departmental procedures, recommend operational improvements, assist in preparing and administering departmental budgets, and ensure the efficient operation of the Clerk's Office.
Serves as liaison between the Town and federal, state, county, and local agencies regarding official records, elections, legislative actions, legal notices, and other matters related to the statutory responsibilities of the Town Clerk.
Research, interpret, and apply federal, state, and local laws, regulations, ordinances, policies, and procedures affecting municipal operations and the statutory duties of the Clerk's Office.
Maintains confidentiality of sensitive information and exercises sound independent judgment, professionalism, and discretion in the performance of assigned duties.

Minimum Qualifications Bachelor's degree in Public Administration, Business Administration, Political Science, Records Management, or related field preferred.
Three (3) years of progressively responsible municipal, legislative, or records management experience.
Three (3) years of supervisory experience preferred.
Equivalent combinations of education and experience may be considered.
