Why does the job exist? The position exists to provide statewide leadership, oversight, and subject-matter expertise for the New Mexico Law Enforcement Academy's Public Safety Telecommunicator (PST) training program. The position ensures the effective administration and continuous advancement of PST training, certification, continuing education, and program standards while serving as the Academy's primary liaison with public safety communications agencies and stakeholders throughout New Mexico. The position ensures the program remains consistent with applicable statutes, administrative rules, Academy policies, and established training standards while responding to the evolving operational and training needs of the state's public safety communications community. How does it get done? This position serves as the lead Public Safety Telecommunications (PST) subject matter expert and is responsible for the overall leadership, management, administration, and delivery of the New Mexico Law Enforcement Academy's Public Safety Telecommunicator training program. The position provides strategic direction, operational oversight, and program governance for the PST program and supervises assigned PST instructors and staff to ensure the effective, consistent, and compliant delivery of statewide public safety telecommunications training. Provides effective leadership in directing, planning, and overseeing PST basic training academies from admission and pre-academy preparation through instruction, testing, completion, and graduation. Responsibilities include directing class scheduling and instructor assignments; overseeing curriculum delivery, student activities, and training resources; managing graduation logistics; and ensuring all operational requirements are effectively executed to support the successful and compliant delivery of the program. Directs and oversees the statewide Public Safety Telecommunicator (PST) training program, including program operations, scheduling, instructional resources, and delivery of training. Serves as the Academy's subject matter expert on PST training, certification, curriculum, and professional development, providing technical guidance to stakeholders and Academy leadership. Supervises and directs PST instructors and program staff, establishing priorities, assigning work, evaluating performance, and ensuring effective instructional coverage. Plans, leads, and delivers PST instruction and related Academy training, including classroom, practical, and testing activities. Oversees student participation and progress, including enrollment, attendance, academic performance, conduct, completion requirements, and remediation. Develops, maintains, and evaluates PST curriculum, instructional materials, assessments, and practical exercises to promote consistent and effective training. Ensures the PST program complies with applicable laws, rules, Academy policies, curriculum requirements, and established training standards. Builds and maintains effective working relationships with public safety answering points, emergency communications centers, law enforcement agencies, instructors, students, and other stakeholders. Minimum Qualification Bachelor's degree in any field as it pertains to the essential duties AND active New Mexico Law Enforcement Academy General Instructor Certificate or equivalent and six (6) years of experience with 9-1-1 Public Safety Communications Operations subject matter, such as Call Taking, Law Enforcement, Fire, EMS, use of CAD / Dispatch / 9-1-1 Telephone operating systems. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. Classes 100, 200, 300, 400, NIMS 700, and 800. Must hold or receive within six (6) months of hire, a current New Mexico Public Safety Telecommunicator certification as per §29-7C-6. Employment Requirements Must possess and maintain a valid Driver's License, a current Defensive Driving Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of employment within six (6) months of date of hire. Continued employment is subject to a National fingerprint-based records check within 30 days of assignment and contingent upon remaining felony-free, per Section 5.12.1.1 of the Criminal Justice Information System Security Policy. Local, in-state and out-of-state travel may be required. Overtime may be required to meet deadlines, peak performance periods, time-sensitive information requests, and other projects. This position is designated as safety-sensitive and is subject to applicable drug and alcohol testing requirements. A pre-employment drug and alcohol test is required as a condition of employment. Working Conditions The position is performed in a professional, fast-paced training and law enforcement office environment that involves a combination of classroom instruction, administrative office duties, and interaction with various stakeholders. The work includes exposure to armed law enforcement personnel and requires the appropriate handling of confidential and sensitive information. The position requires extensive use of desktop and laptop computers, including multiple visual display terminals, as well as frequent use of an agency-issued cell phone. Employees must also be able to operate standard office equipment, including multipurpose copier, scanner, and fax machines.
