Job Description

We are seeking an experienced and highly motivated CPSE Program Director to lead and oversee our Preschool Special Education (CPSE) program serving children ages 3-5. The CPSE Program Director will be responsible for the overall management, compliance, quality, staffing, and growth of the program, including SEIT and Related Services . This is a senior leadership position for an individual with strong knowledge of New York State preschool special education requirements, excellent management skills, and experience overseeing providers, staff, IEP implementation, documentation, and regulatory compliance. Key Responsibilities Oversee the daily operations of the CPSE program. Provide leadership and supervision to CPSE coordinators, supervisors, administrative staff, SEIT providers, and related-service teams. Oversee SEIT, Speech Therapy, Occupational Therapy, Physical Therapy, and other CPSE-related services. Ensure that all services are delivered in accordance with each child's IEP, including frequency, duration, location, group size, and language requirements. Ensure compliance with NYSED requirements, Education Law §4410, Part 200 regulations, and applicable
NYC DOE/CPSE
requirements. Monitor new referrals from intake through provider assignment and commencement of services. Ensure children are assigned to appropriately qualified and credentialed providers. Monitor cases awaiting providers and develop strategies to ensure services begin as quickly as possible. Oversee provider recruitment, onboarding, credentialing, training, supervision, and performance. Ensure all providers maintain appropriate New York State certifications, licenses, registrations, and clearances. Monitor session notes, attendance records, progress reports, service documentation, and other required records. Ensure documentation is complete, accurate, timely, and consistent with the child's IEP. Monitor missed sessions, service interruptions, and make-up services. Conduct or oversee internal compliance and documentation audits. Identify compliance deficiencies and implement corrective action when necessary. Work closely with the billing department to resolve authorization, documentation, and service discrepancies. Address escalated concerns involving families, providers, schools, CPSE personnel, and internal staff. Maintain positive relationships with families, CPSE administrators, school districts, preschools, providers, and referral sources. Develop policies and procedures to improve efficiency, compliance, service quality, and accountability. Train and mentor CPSE department staff. Monitor department caseloads, workloads, productivity, and performance. Track key performance indicators, including referrals, provider assignments, service-start times, cases awaiting providers, documentation compliance, missed services, and provider capacity. Provide regular reports and updates to executive leadership. Identify opportunities to responsibly expand and grow the CPSE program while maintaining excellent service quality and regulatory compliance. QualificationsEducation Master's degree required in Special Education, Early Childhood Education, Educational Leadership, Education, or another closely related field. Certification Candidates who will serve in the organization's regulatory Educational Director capacity must possess the appropriate New York State professional certification/licensure and administrative certification required by NYSED.
Preferred/qualifying credentials may include:
New York State certification in Special Education/Students with Disabilities or another applicable educational certification; and School Building Leader (SBL) certification; or School District Leader (SDL) certification; or Qualifying School Administrator/Supervisor (SAS) certification, where applicable. Candidates with other NYSED-recognized professional licenses or certifications applicable to preschool special education leadership may also be considered, subject to regulatory requirements. Experience Minimum 5 years of experience in special education, preschool special education, CPSE, SEIT, or a closely related field preferred. Minimum 3 years of supervisory or management experience preferred. Experience working with a New York State 4410 preschool special education program strongly preferred. Strong knowledge of the
NYC DOE CPSE
system strongly preferred. Experience supervising SEIT and/or related-service providers preferred. Experience with NYSED compliance, audits, quality assurance, and corrective action plans is highly desirable. Skills & Competencies The ideal candidate will have: Strong knowledge of CPSE and preschool special education. Excellent understanding of IEP implementation and compliance. Knowledge of NYSED Part 200 regulations and Education Law §4410. Strong leadership and team-management abilities. Excellent organizational and follow-through skills. Strong attention to detail. Ability to manage a large caseload and high-volume department. Excellent written and verbal communication skills. Strong problem-solving and decision-making abilities. Ability to communicate effectively with families, providers, school districts, CPSE personnel, and leadership. Ability to establish systems and hold staff accountable. Strong understanding of documentation and compliance requirements. Ability to identify problems and implement practical solutions. Commitment to providing high-quality services to preschool children and their families. The ideal candidate understands both the educational and operational sides of a successful CPSE program and can build strong systems, manage staff and providers, maintain regulatory compliance, and help the program continue to grow. This position requires someone who can take ownership of the department, identify issues before they become problems, and ensure that children and families receive timely, high-quality services.
Pay:
$80,000.00 - $100,000.00 per year
