Position Summary The Director of Public Service serves as the administrative head of the Department of Public Service and performs the responsibilities established by the City Charter, ordinances of Council, and directives of the Mayor. The Director of Public Service provides executive leadership over municipal infrastructure, public works, utilities, streets, drainage systems, parks, public property, fleet operations, and capital improvements. The Director of Public Service is responsible for departmental strategy, regulatory compliance, fiscal stewardship, personnel management, infrastructure planning, and the effective delivery of essential municipal services. Essential Duties and Responsibilities Direct the administration, planning, organization, and performance of the Department of Public Service consistent with the City Charter, applicable ordinances, City policies, and direction of the Mayor. Oversee public works and improvements involving streets, sidewalks, alleys, water distribution, wastewater collection, stormwater and drainage systems, parks, playgrounds, public buildings, grounds, and other municipal property. Establish departmental goals, service standards, operating procedures, staffing plans, work priorities, and capital improvement recommendations. Direct, supervise, and evaluate the Service Superintendent and other assigned personnel, exercising personnel authority delegated by the Mayor or established by law. Develop and administer departmental budgets and oversee purchasing, contracts, grants, inventories, equipment acquisitions, and the use of public funds. Oversee the planning, design, construction, inspection, maintenance, and documentation of public infrastructure projects and coordinate engineering, technical, and professional services. Ensure departmental compliance with applicable environmental, utility, workplace safety, procurement, public records, labor relations, and regulatory requirements. Coordinate emergency response, severe-weather operations, snow and ice control, utility service restoration, disaster recovery, and continuity of essential public services. Advise the Mayor and Council regarding infrastructure conditions, operational needs, staffing, equipment, service levels, capital priorities, and matters requiring legislative or executive action. Perform other duties consistent with the office as assigned by the Mayor, City Charter, or ordinance of Council. Minimum Qualifications Bachelor's degree in public administration, civil engineering, construction management, business administration, environmental science, or a related field; an equivalent combination of relevant education and progressively responsible experience may be considered. Substantial progressively responsible experience in public works, utilities, municipal operations, infrastructure, construction, or a closely related field. Experience directing personnel, budgets, operations, contractors, and complex projects. Working knowledge of municipal infrastructure, water and wastewater systems, roads, stormwater systems, parks, facilities, fleet operations, and public-sector administration. Ability to interpret and apply laws, regulations, ordinances, collective bargaining agreements, contracts, plans, specifications, and technical information. Ability to communicate effectively with elected officials, employees, regulatory agencies, contractors, residents, and other stakeholders. Valid Ohio driver's license and continued insurability under the City's vehicle insurance requirements. Ability to obtain and maintain any license, certification, bond, or insurance required by the City Charter, ordinance, or applicable law. Supervisory Responsibilities Directly supervises the Service Superintendent and other assigned personnel. Exercises executive and supervisory authority consistent with the City Charter, applicable ordinances, City policy, and authority delegated by the Mayor. Physical Demands and Working Conditions Work is performed in office, field, construction, utility, and emergency-response environments. Requires periodic walking, standing, climbing, bending, and inspection of active work sites and infrastructure. May involve exposure to traffic, moving equipment, construction activity, noise, weather, and utility environments. Must be available to respond to emergencies and operational issues outside regularly scheduled hours. Must be able to lift and carry up to 25 pounds independently, with assistance used for heavier items.
