Position Summary:

Directs through a subordinate manager, the monitoring and assessment of the quality and effectiveness of contracted services such as HIV/STI testing, condom distribution, outreach, and other essential services programs for clients; identifies operational and procedural areas for study and improvement; generates performance indicators of service and delivery; determines whether programs conform to established guidelines and state objectives; directs the review of provider agency budget proposals and amendments; coordinates the agency's budget process with the departmental budget office; negotiates contracts; authorizes payment for contracted services.

President/CEO Position Responsibilities:

Managing day-to-day operations of all GRI-Tulsa program activities, including planning and implementing outreach, intake, counseling, crisis intervention, emergency, and case management. Conduct HIV/STI testing and assist with PrEP initiation for high-risk individuals. Refer individuals diagnosed with HIV to medical treatment and care. Ensuring that policies, principles, and procedures are in agreement with OSDH, CDC, or other program requirements, guidelines, regulations, and directives. Supervising and evaluating staff, leading team organizational and service planning meetings, providing direction to staff regarding individual cases, and regularly conducting individual supervision meetings. Meeting regularly with staff for conferences and planning purposes, as well as with community providers, to improve cooperative working agreements. Ensuring timely completion of program progress reports. Affirming that all record-keeping relating to Quality Improvement (Q/I) and Quality Assurance (Q/A) issues, HIV/AIDS Program activities, including but not limited to databases, daily logs, progress notes, and client charts, are appropriately maintained and up-to-date. Guaranteeing compliance with all accreditations, certifications, and regulatory standards. Training and coordinating training for staff. Addressing and correcting any and all deficiencies which may be cited as a result of audits conducted by the funding sources. Overall management and maintenance of physical facility with responsibilities that include permits, CLIA, fire drills, inventories, and other facilities-related management issues, as required. Position Qualifications:

The principles and practices of program planning, development, and implementation. The principles of public health programs, including disease control. Ability to be culturally sensitive to diverse client populations.

Minimum Qualifications:

Ability to communicate effectively, in verbal and written form, with retail and prevention and care partners at various levels, patients, family members, physicians, and representatives of the community. Sound understanding of all federal and state regulations, including HIPAA and OSHA. Must be computer literate with the ability to enter information in the GRI system(s) and compile reports or data as requested. Must be able to exercise discretion in interpreting and applying established policies and procedures (client's rights, client confidentiality, HIPAA, etc.). Education and/or

Experience:

Master's degree in a related field from an accredited college or university and five years of experience performing work related to the area of assignment, one year of which in a supervisory role, or bachelor's degree in a related field from an accredited college or university with three years of experience in grant writing, management, and supervision in public health with an emphasis on HIV/STIs. Working knowledge of current CDC PrEP guidelines, DHHS Adult ART Guidelines, and biomedical HIV modalities. License and/or

Certification:

Valid Oklahoma Driver's License.

Special Requirements:

Must be willing to travel. Must be willing to work evening hours and weekends if necessary.

Pay:

$50,000.00 - $55,000.00 per year
