This position is responsible for leading and overseeing the City's parking programs, policies, and operations across downtown and district-based parking areas. This position is FLSA exempt (overtime ineligible) and non-represented. The Parking Services Manager plays a key role in supporting the City's transportation and mobility goals by managing parking systems that promote economic vitality, access, and livability.

Located within the Transportation & Mobility Department, the Parking Services Manager is responsible for the strategic planning, administration, and continuous improvement of parking services, including paid parking programs, parking districts, on-street and off-street parking assets, vendor contracts, and customer-focused services. This role balances regulatory compliance, financial stewardship, and community expectations while supporting multimodal transportation outcomes.

The ideal candidate will bring experience managing complex, public-facing programs, comfort working within regulatory frameworks, and the ability to collaborate with internal partners, downtown stakeholders, and the community.
EXAMPLE OF DUTIES
The Parking Services Manager is responsible for leading and administering the City's parking services program and associated districts.
Key responsibilities include:
Plan, organize, and manage all aspects of the City's parking services program, including on-street parking, parking structures, surface lots, permit programs, and parking technology systems.

Administer parking districts, including coordinating district operations, supporting rate-setting efforts, tracking district revenues and expenditures, and ensuring alignment with adopted policies and ordinances.

Develop, implement, and maintain policies, procedures, and operational practices related to parking enforcement, permits, and customer service.

Manage contracts and vendor relationships related to parking operations, enforcement services, equipment, and technology.

Prepare, administer, and monitor program and district budgets; track revenues and expenditures; and ensure fiscal accountability for parking-related funds.

Provide leadership and supervision to staff and/or contractors, including work planning, performance management, training, and professional development.

Analyze parking utilization, trends, and performance data to inform operational decisions, program improvements, and long-range planning efforts.

Collaborate with Transportation & Mobility, Economic Development, Community Development, Police, Finance, and other City departments on parking, access, and mobility-related initiatives.

Represent the City in meetings with community groups, downtown and district stakeholders, advisory bodies, and partner agencies regarding parking programs and district operations.

Ensure compliance with applicable laws, regulations, ordinances, contracts, and City policies related to parking and revenue management.
