JOB DETAILS AND QUALIFICATIONS
Clackamas County seeks a highly organized, detail-oriented professional to serve as Clerk to the Board, a key administrative role supporting the Board of County Commissioners (BCC) and County Administration. As Clerk to the Board, you will oversee meeting coordination, document management, public communication, records administration, and meeting technology to ensure Board proceedings are prepared, accessible, and accurately documented. The Clerk to the Board works closely with elected officials, county leadership, department directors and staff, government agencies, and the public. This role requires sound judgment, discretion, and the ability to manage detailed processes while adapting to changing priorities. You will coordinate board meetings from preparation to follow-up, including business meetings, policy sessions, planning meetings, work sessions, budget hearings, and other public meetings. You will prepare, review, organize, and distribute agendas, packets, notices, and related materials while ensuring all necessary legal, budget, and administrative reviews are completed. The Clerk to the Board staffs in-person and virtual meetings, records accurate minutes, documents decisions and action items, and coordinates follow-up with county departments and stakeholders. You will also operate and troubleshoot meeting technology in the BCC Hearing Room, including video conferencing platforms, microphones, presentation and display systems, timers, reader boards, and other audiovisual equipment. Competitive candidates will be highly organized, adaptable, and communicate effectively while exercising sound judgment in a public-facing environment. You should be comfortable managing multiple deadlines and priorities while working with elected officials, county executives, employees, government agencies, and the public. Success in this role requires strong attention to detail, discretion with confidential information, and the ability to understand complex information and seek clarification when needed. You must have excellent writing, proofreading, and recordkeeping skills and be able to interpret and apply policies, procedures, and public meeting requirements. The ability to work independently, build effective relationships, and remain calm and solution-oriented during unexpected issues is essential. Required Minimum Qualifications/Transferable Skills:
• A minimum of three (3) years of progressively responsible administrative, program coordination, executive support, or closely related experience, with responsibility for coordinating multiple priorities, deadlines, or processes Experience coordinating meetings, events, hearings, or similar activities, including scheduling, preparing materials, coordinating participants, and managing logistics Experience preparing, reviewing, organizing, and maintaining complex documents and records, with demonstrated attention to accuracy, completeness, and confidentiality Experience communicating professionally with a diverse range of individuals, including responding to inquiries, explaining processes or procedures, and conveying information clearly orally and in writing Experience using standard office technology and software, including word processing, electronic document management, email, virtual meeting platforms, and related systems Ability to exercise independent judgment and discretion when handling sensitive information, interpreting policies or procedures, resolving routine problems, and coordinating work with multiple internal and external stakeholders
Preferred Qualifications/Transferable Skills:
• Experience working in the public sector supporting an elected body, executive leadership team, governing board, commission, public agency, or similar leadership group Experience with public meetings, including agenda preparation, meeting minutes, action-item tracking, public records, and other meeting-related processes Knowledge of local government operations, public meeting requirements, public records practices, or related federal, state, or local regulations Experience operating and troubleshooting meeting or audiovisual technology, including video conferencing platforms, microphones, presentation systems, timers, and document display systems Experience working in a public-sector, legal, regulatory, or highly procedural environment where accuracy, deadlines, confidentiality, and established processes are critical
Post-Employment Requirements:
Designation as Notary Public for the State of Oregon within three (3) months of hire

TYPICAL TASKS
Duties may include but are not limited: Acts as Board/County Administration liaison and host for a variety of BCC executive and public meetings including policy sessions, planning meetings, and business meetings; receives requests to place items on BCC's agenda; develops official Board meeting agendas; reviews and analyzes submitted agenda materials for completeness and appropriateness; identifies where clarifications or additional information regarding content is needed and communicates desired and/or requested changes to department directors/managers or key staff; ensures Board and/or County Administration's expressed interests and questions are addressed in materials; ensures legal and/or budget review and approval as appropriate. Prepares, assembles and distributes agendas, agenda packets and notices for upcoming Board meetings, including formal, informal and planning meetings, work sessions, and budget hearings. Staffs BCC executive and public meetings; schedules and hosts in-person and virtual public meetings and webinars; takes formal attendance of the Board members at Board meetings and reads proclamations; monitors remote meeting participants; takes minutes of Board meetings and accurately documents discussion, decisions and captures action items; updates and follows-up with appropriate County staff and interested parties regarding status and completion of action items; answers inquiries regarding Board actions. Prepares official documents for recording at County Clerk's Office; ensures that documents contain appropriate Board signatures; notarizes documents if necessary; sends copies to appropriate departments. Provides information and assistance to departments and the public related to Board meetings; drafts correspondence or initiates telephone contact as directed; establishes, organizes, maintains and provides access to official Board files and archives of information. Provides backup support to Commission Policy Advisors as needed.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is designated as on-site/in-person . It is expected that the selected candidate will perform duties at the specified on-site work location.
WORKING CONDITIONS
This position is designated as essential and may be required to report to or remain at work during inclement weather, major emergencies, or disasters when other employees may be excused. Individuals in this role help ensure the continuity of vital county services and may be asked to remain on duty or report to work as directed by their supervisor. In emergency situations, employees may also be temporarily assigned related duties to support critical operations.
