1. General Statement of Duties The Full-Time Public Works Assistant Supervisor supports the Public Works Supervisor in the administration, coordination, supervision, maintenance, repair, and safe operation of the City's public streets, vehicles, equipment, certain parks, and other public properties. The Assistant Supervisor assists with the day-to-day coordination of Department operations and the efficient delivery of public services, including on-call and emergency response functions. The Assistant Supervisor serves as Acting Public Works Supervisor during periods when the Public Works Supervisor is absent or otherwise unavailable, to the extent authorized by the City. The position provides technical guidance, coordinates employees and work activities, assists with contractor oversight, and supports development of the annual work plan, Department budget, policies, procedures, and operational plans. 2. Distinguishing Features of the Position This position requires flexibility in assigned duties, work locations, skills, schedules, and operational priorities. The Assistant Supervisor is appointed by and reports to the Public Works Supervisor and performs duties under the direction of the Supervisor and within applicable City policies, procedures, ordinances, and established practices. Essential Duties and Responsibilities Assist with the daily supervision, coordination, scheduling, and direction of Public Works personnel, activities, equipment, and work assignments. Direct and, when appropriate, work alongside employees in performing Public Works assignments and resolving operational problems in accordance with established standards, policies, procedures, and safety requirements. Serve as Acting Public Works Supervisor during periods when the Supervisor is absent or unavailable, performing the duties and functions delegated or assigned by the Supervisor or otherwise authorized by the City. Supervise assigned personnel, including training, mentoring, monitoring work performance, providing ongoing feedback, addressing performance or conduct concerns, and providing recommendations regarding hiring, professional development, and performance evaluations. Conduct weekly safety meetings and promote safe work practices throughout Department operations. Assist the Public Works Supervisor with employee scheduling and operational planning. Assist with obtaining quotations and, when authorized, purchasing materials, supplies, equipment, and services in accordance with City requirements and established purchasing procedures. Maintain accurate attendance, daily activity, work-location, equipment, materials, contractor, and related records, including the Department's Daily Diary. Investigate and respond to public service requests in accordance with Department policies and procedures. Assist with contractor oversight and inspect contractor work on City streets and other assigned public infrastructure to ensure work is performed in accordance with applicable plans, specifications, requirements, and City direction. Provide input concerning modifications or improvements to Department policies, procedures, work practices, and written work procedures to improve safety, efficiency, service delivery, and operational effectiveness. Assist in reviewing equipment, materials, supplies, technology, and other resources required for effective Department operations. Identify opportunities to improve operations through efficiency, technology, training, and recognized best practices. Maintain courteous, professional, and effective working relationships with employees, City officials, contractors, agencies, residents, and members of the public. 4. Infrastructure and Field Operations Perform and coordinate Department operations including mowing, street maintenance, sign maintenance and fabrication, de-icing, snow plowing and removal, traffic signal maintenance and repair, street sweeping, and related activities. Perform crack sealing, full-depth hot- or cold-patch repairs, pothole filling, and other roadway maintenance activities. Inspect and document contractor work on surface streets and other assigned City infrastructure. Respond to Pennsylvania One Call notifications involving City-installed utilities. Perform tree care and maintenance as assigned. Operate and assist with garbage collection, brush and leaf collection and processing, and other municipal maintenance activities. Create, install, repair, and maintain City signs and related traffic-control devices as assigned. Apply herbicides and pesticides only as authorized and in accordance with applicable requirements and required licensing. 5. Vehicles, Equipment, and Tools Safely, lawfully, and competently operate all Department vehicles, machinery, equipment, and tools for which the employee is trained and authorized. Operate trucks, loaders, skid steer, backhoes, tractors with or without snowplows, trackless equipment with snow blowers or plows, sweepers/brooms, small power tools, and other Department equipment as assigned. Operate snowplowing, de-icing, and snow-removal equipment during winter operations and emergency conditions. Perform routine inspection, maintenance, lubrication, fueling, attachment changes, and other authorized servicing of equipment. Install or change equipment attachments, including snowplow blades, cutting edges, buckets, and similar components. Assist in maintaining vehicles, equipment, tools, and apparatus in safe, serviceable, and proper working condition and promptly report deficiencies requiring repair or further attention. Safety and Regulatory Responsibilities Follow all applicable federal, state, and local laws, regulations, safety requirements, City policies, Department procedures, and manufacturer instructions applicable to assigned work. Use required personal protective equipment (PPE), including hard hats, safety vests, and other protective equipment provided or required by the City. Identify and report unsafe, insecure, defective, or hazardous conditions and take appropriate action within the scope of assigned authority. Implement emergency procedures and directions as required. Provide employees with appropriate safety instruction and direction concerning assigned work and equipment. Participate in and support required safety training and maintain required certifications. 7. Required Knowledge, Skills, and Abilities Thorough understanding of safe work practices applicable to municipal public works operations. Knowledge of the operation, maintenance, and safe use of City vehicles, machinery, equipment, tools, and related systems. Ability to perform or coordinate repair and maintenance of Department vehicles and equipment. Ability to read, write, and comprehend English sufficiently to perform the essential functions of the position. Ability to handle confidential records, submissions, reports, and information honestly, ethically, professionally, and confidentially. Ability to manage multiple assignments simultaneously, establish priorities, and complete work in a timely manner. Ability to perform basic mathematical calculations involving whole numbers, common fractions, decimals, percentages, and units of measure. City of Sunbury Department of Public Works Full-Time Public Works Assistant Supervisor 8. Minimum Qualifications High school diploma or equivalent. Significant related experience in municipal infrastructure, maintenance, construction, public works operations, and the safe operation of related tools and equipment; the source position description specifies a minimum of ten (10) years of related experience. As an alternative experience pathway, five (5) years of employment with the City of Sunbury Public Works Department as a Class 1 Full-Time Laborer or comparable experience and qualifications may satisfy the experience requirement, subject to City review and approval. 9. Licenses and Certifications Maintain a valid driver's license with the legal authority and ability to operate all the Department vehicles and equipment assigned to the position. Obtain and maintain any herbicide or pesticide license required for assigned duties. Obtain and maintain Pennsylvania Department of Transportation (PennDOT) flagger certification. Maintain any additional licenses, certifications, training, or qualifications required by law, regulation, City policy, or the duties assigned to the position. 10. Background, Testing, and Employment Requirements Successfully complete any pre-employment drug and alcohol testing required by the City and participate in random or other testing when required by applicable City policy, law, or other applicable requirements. Successfully complete and maintain any required pre-employment background check or other employment screening authorized by the City. Successfully complete required safety, equipment, operational, and job-related training. 11. On-Call and Emergency Response Public Works operations require employees to be available for call-in and emergency response outside their normal work schedules. Employees are required to provide a reliable means by which their Supervisor can contact them when they are not working, such as a cellular telephone or home telephone. In addition to the general on-call requirements applicable to Public Works employees, the Assistant Supervisor is responsible for responding to emergency 911 calls on a 24-hours-per-day, 7-days-per-week basis, as directed by the Public Works Supervisor and consistent with applicable City policies, ordinances, agreements, and law. 12. Work Environment The position is performed primarily in outdoor and municipal work environments and may involve exposure to heat, cold, rain, snow, sunlight, pollen, dust, dirt, traffic, noise, and other conditions typical of public works operations. Work may occur at night and during severe weather, including blizzard-like conditions, particularly during snow and emergency operations. The position may require working in or around moving traffic; municipal maintenance garages and shops with operating equipment and elevated noise levels; areas containing hazardous or flammable materials; and confined spaces. Appropriate training, protective equipment, and procedures shall be used for the work assigned. 13. Supervision and Authority The Assistant Supervisor exercises day-to-day direction and supervision of assigned Public Works employees within authority delegated by the Public Works Supervisor. The position may provide recommendations concerning hiring, training, work assignments, performance, discipline, and professional development. Unless expressly authorized by the City, recommendations do not constitute independent authority to hire, terminate, impose formal discipline, establish compensation, enter contracts, or otherwise bind the City. 15. Selection Guidelines Selection may include a formal application, review and rating of education and experience, interview, reference checks, and job-related testing or demonstrations. Hours and Benefits The normal work schedule is weekdays from 7:00 a.m. to 3:30 p.m., including a one-half (½) hour unpaid meal period, for a normal forty (40)-hour workweek. The employee may be required to work outside the normal schedule, including evenings, nights, weekends, holidays, emergency conditions, and additional hours as directed or required by Department operations.
