OVERALL OBJECTIVE OF JOB
Primarily responsible for preparation and implementation of the annual General Fund budget, to include processing revisions throughout the year. Works closely with Commissioners and Human Resources regarding strategy, formulation, determination, and effectuation of the financial aspects of the County's collective bargaining and labor relations/human resources policies and determinations. Promotes the county in all phases of economic development
ESSENTIAL FUNCTIONS OF JOB
BUDGET:
1. Preparation and implementation of the annual General Fund budget in accordance with timelines established by County Code. 2. Participating in budget preparation meetings with all Department Heads, Elected Officials, Chief Clerk & Board of Commissioners. 3. Processing revisions and tracking changes to the adopted budget. a. Mid-year budget revision based on

Financial reporting of monthly R&E to budget reports 5. Financial reporting to the

data port 6. Preparation of & securing financing in the form of a TAN, Bond Issue or Line of Credit. 7. Coordination with County Controller's Office with respect to expenditure & revenue accounting in financial software. 8. Develops and reviews objectives of the County to assure maximum reimbursement from funding sources for County programs. 9. Generating budget status reports. 10. Works closely with Department Heads in regards to making financial decisions and has a thorough understanding of the various grant programs that run within County Departments. 11. Updating following year budget spreadsheet to include payroll data, union increases, benefit rates, current year 8/31 actuals, current year revised budget, risk factors analysis, sinking fund and bond or Impact Fee analysis and a cash flow analysis. 12. Assist and advise Commissioners and Human Resources regarding financial aspects of labor relations strategy, and formulation, determination, and effectuation of the financial aspects of the County's collective bargaining and labor relations/human resources policies and determinations.
ASSISTANT CHIEF CLERK
1. Works under supervision of Chief Clerk and Board of Commissioners in the Commissioners Unit. 2. Maintains suspense actions, noting deadlines and RSVP's. 3. Meets weekly with the Chief Clerk and Commissioners bringing matters of attention to them and providing other information of concern to them. 4. Coordinates County Website information. 5. Gathers, updates, researches and interprets statistical and demographic data to be used develop and implement strategic development initiatives throughout Greene County. Prepares and submits to Executive Director summaries of such data on regular basis or as needed in assigned projects. 6. Participates in continuing education to remain

certified economic development practitioner. Keeps knowledgeable of local, state, regional and national trends in development, taxing and financing products, improved site development, local and area technical sources such as universities, colleges, authorities, vocational and technical institutions and any and all other sources and aid to create more accurate and complete understanding of how future trend will impact county government. 7. Works with existing businesses and industry for expansion, problem solving, counseling and other services pertinent to the expansion of the said existing business and industry related to assigned department projects. 8. OTHER DUTIES OF JOB
1. Approving budget expenditures throughout the year; anticipating cash flow needs. 2. Monthly reporting to the Board of Commissioners, Elected Officials & Department Heads. 3. Special projects as requested by the Board of Commissioners or Chief Clerk. 4. Attends meetings, seminars and trainings as required. 5. Composes; types and/or prepares various correspondence. 6. Performs other job related duties as assigned.
SUPERVISION RECEIVED
Receives supervision from County Commissioners and County Chief Clerk in regard to daily work duties.

WORKING CONDITIONS
1. Works indoors in adequate work space with adequate temperatures, ventilation and lighting. 2. Works indoors with average exposure to noise and stress, subject to frequent disruptions. 3. Above normal indoor exposure to dust/dirt. 4. May be subject to travel as necessary to carry out job duties.
PHYSICAL/MENTAL CONDITIONS
1. Must possess the ability to record, convey and present information, explain policies and procedures and follow instructions. 2. Must be able to sit for long periods throughout the workday, with intermittent periods of standing, walking, pushing, grasping, bending, twisting and reaching as necessary to carry out job duties. 3. Dexterity requirements range from coordinated movements of fingers/hands to operate computer to simple movements of feet/legs; torso necessary to carry out job duties. 4. Light work, with occasional lifting/carrying of objects with weights of ten to twenty pounds. 5. Must be able to pay close attention to detail and concentrate on work. 6. Must be able to cope with the physical and mental stress of the position.
QUALIFICATIONS
A.
EDUCATION/TRAINING/WORK EXPERIENCE
a. Bachelor's Degree in Accounting/Finance related field b. Minimum of 2-4 years working experience in finance or accounting; in depth experience in Microsoft Excel, Word and Outlook c. Or any combination of acceptable experience/training
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
1. Must be able to speak and understand the English language in an understandable manner in order to carry out essential job duties. 2. Must possess good communication and interpersonal skills. 3. Must possess ability to function independently, have flexibility and the ability to work effectively with the general public, coworkers and others. 4. Must possess ability to maintain confidentiality in regard to information and records. 5. Must possess in depth technical knowledge or operating computers and other office equipment. 6. Must possess the ability to make independent decisions when circumstances warrant such action. 7. Must possess knowledge of principles and practices of supervision, and ability to direct and supervise work of subordinates. 8. Must possess ability to maintain accurate and efficient records and prepare required reports in timely manner. 9. Must possess comprehensive knowledge of accounting with the ability to learn the County financial software. 10. Working knowledge of fund accounting, auditing, financial reporting and GASB requirements.
