Job Description

Job Summary:
The Clerk's Office of the U.S. District Court for the Southern District of West Virginia is seeking a Finance & Property Technician for its Shared Administrative Services department, which supports the Clerk's Office, chambers, and the Probation Office. Reporting to the Chief Deputy Clerk, the Finance & Property Technician provides a variety of financial and property/facilities support functions in accordance with approved internal control procedures and policies. The incumbent processes payment vouchers, reconciles and deposits receipts, and maintains financial records for the Court in compliance with the Guide to Judiciary Policy and internal control requirements. The incumbent also serves as the Court's property disposal officer and provides day-to-day support for facility security, emergency preparedness, and property management, including coordination with the U.S. Marshals Service (USMS), Court Security Officers (CSOs), the General Services Administration (GSA), and the Federal Protective Service (FPS). This position requires regular access to the Court's vault and safe and may occasionally require lifting and carrying emergency or safety equipment. The Clerk's Office of the U.S. District Court for the Southern District of West Virginia has points of holding court located in Beckley, Bluefield, and Huntington, with the main office located in Charleston, West Virginia. The Clerk's Office is comprised of 40 employees who support five active Article III judges, one senior Article III judge, and three full-time magistrate judges. We are part of the judicial branch, one of the three separate branches of the federal government. We independently set our own employment policies, such as remote work and performance management.
Representative Duties:
Inputs payment vouchers for the Court into the Judiciary's financial management system. Maintains the non-cash collateral log. Prepares correspondence to NSF (non-sufficient funds) payees and sends by certified mail. Reconciles daily receipts from intake and prepares deposits as needed, at a minimum on a weekly basis. Processes Pay.gov refunds. Researches payees on returned restitution checks. Opens and closes the vault daily. Covers the administrative phone line, including answering criminal debt questions. Serves as the Court's Disposal Officer. Assists in maintaining and updating the Occupant Emergency Plan (OEP). Assists in maintaining Continuity of Operations Plan (COOP) documentation. Maintains and monitors AED units and first-aid stations, ensuring supplies and equipment remain current and operational. Maintains key assignment records and coordinates the issuance and return of keys. Oversees the Emergency Notification System (ENS) and assists in updating emergency broadcast information. Assists with Facility Security Assessments (FSA). Participates in Facility Security Committee (FSC) matters and monitors related action items. Tracks vault and safe battery replacement schedules and issues annual reminders. Coordinates with the U.S. Marshals Service (USMS), Court Security Officers (CSOs), the General Services Administration (GSA), and the Federal Protective Service (FPS) regarding facility issues. Performs other duties as assigned.
Qualifications:
To qualify for this position, a person must have a high school diploma or equivalent and have a minimum of one year of specialized experience. Specialized experience is progressively responsible clerical, administrative, or bookkeeping experience, commonly encountered in courts, financial institutions, accounting or auditing firms, government agencies, insurance companies, or corporate finance/accounting offices and provided knowledge of the rules, regulations, practices, and principles of financial administration and/or accounting; and involved the routine use of automated financial and accounting systems or other computer-based systems and applications. A qualified candidate must be able to process high volumes of financial transactions accurately, exercise sound judgment in reconciling accounts and resolving discrepancies, and maintain strict compliance with internal control procedures and deadlines. The ideal candidate demonstrates strong attention to detail, works effectively with minimal supervision, and communicates tactfully and professionally with vendors, payees, court staff, and outside agencies.
Court-Preferred Skills and Qualifications:
Experience with government or fund accounting principles and practices. Experience with facility security, emergency preparedness, or property management functions. Proficiency with Microsoft Office Suite, particularly Excel.

Applicants:
The United States District Court is part of the Judicial Branch of the United States government. A paid employee of the United States federal government must be a U.S. citizen or eligible to work in the United States (see full citizenship requirements here). Judiciary employees serve under excepted appointments (not civil service) and are "at-will" employees. This position is subject to mandatory electronic funds transfer (direct deposit) for payment of net pay. Employees are required to adhere to a Code of Conduct for Judiciary Employees. The selected candidate is subject to a background check, including an FBI fingerprint check, and can be appointed provisionally, pending a favorable suitability determination. While this position may allow for minimal episodic telework, it is mostly performed in the office during normal business hours. This position is not eligible for full-time, remote work.
