Job Description and Duties

RESPONSIBILITIES
  • Capital Outlay Funding Requests
    o Prepares Capital Outlay Funding Requests including Project Feasibility Reports and Capital Outlay Budget Change Proposals (COBCPs).
  • Capital Project Support
    o Prepares initial space program and reviews work and monitors consultants in the preparation of court facilities programming documents. Serves as a member of the capital project team.
  • Support for Noncapital Projects
    o Planning for leases, renovations, and modular buildings for court expansion projects, including court-funded projects.
  • Prepare and Review Reports and Documents for the Judicial Council, State Legislature, and other decision-making bodies
    o Draft reports to the Judicial Council on behalf of its TCFMAC or Court Facilities Advisory Committee (CFAC) or Judicial Council Facilities Services; draft TCFMAC and CFAC Annual Agendas and other committee documents (e.

g., memos and reports) for approval by the Judicial Council's Executive and Planning (E&P) Committee.

  • Serve as Support Staff to the Judicial Council's TCFMAC and CFAC.
    o Plan meetings and arrangements including but not limited to: setting agendas and locations and working with administrative staff who poll members, set up rooms, order food, arrange audio/visual support, and facilitate committee member lodging and transportation needs.
  • Update the Judicial Branch's Five-Year Infrastructure Plan (five-year plan) and Trial Court Capital Outlay Plan (TCCOP).

o Schedule annual milestones for submission to the DOF. Working Conditions The Judicial Council strives for work-life balance, including substantial vacation and holiday time. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council's San Francisco or Sacramento office at least two days per week, based on their office leader's direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council's Hybrid Work Program, a prospective or current employee's primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location. OVERVIEW

The Judicial Council of California is accepting applications for the position of Senior Facilities Analyst (Planner) with the Facilities Services office. The Senior Facilities Analyst (Planner) in the Planning unit is a high-level, facilities planner position. This position provides services statewide to all courts (Supreme Court, Courts of Appeal, and Superior Courts) as well as to the Judicial Council. This position is responsible for preparing space programs and funding requests for capital outlay projects; preparing space programs and informing cost estimates and design drawings for noncapital projects (e.g., tenant improvements for new leased space); assisting courts in analyzing current use of space to maximize use for changing functional needs; management of special planning studies; staffing support to the Judicial Council's Court Facilities Advisory Committee and Trial Court Facility Modification Advisory Committee; and management and oversight of facility reports to the Judicial Council, Legislature, or other agencies. The Judicial Council The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators. By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council's staff organization seeks to continue to evolve as one of California's most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations.
