Job Description

Job Summary The Town of Pageland is seeking a highly organized and detail-oriented professional to serve as Town Clerk. This position performs complex professional, statutory, and specialized administrative work for Town Council and the Town Administrator. The Town Clerk serves as the official custodian of Town records, supports public meetings, assists with accounts payable and human resources functions, and provides administrative support throughout the Town. The successful candidate must demonstrate sound judgment, confidentiality, discretion, strong communication skills, and the ability to manage multiple priorities with minimal supervision. Responsibilities Provide administrative support to Town Council, the Town Administrator, and department heads. Serve as the official custodian of Town records and monitor records-retention requirements. Prepare agendas and related materials, record and prepare Town Council meeting minutes, and follow up on official actions. Ensure compliance with legal requirements for public notices and meetings. Prepare and maintain ordinances, resolutions, policies, amendments, oaths of office, correspondence, agreements, reports, and other official documents. Maintain a working knowledge of the Town Code of Ordinances and applicable South Carolina laws governing municipal clerks. Respond to public-records requests and prepare notices and legal advertisements. Handle pre-employment matters, employee benefits, and other assigned human resources duties. Enter purchase orders, process Town invoices, and assist with accounts payable. Prepare and submit annual reports, insurance renewals, workers' compensation claims and reports, and required OSHA inspections and reports. Assist with bid packages, budget preparation, the Town website and social media, Town events, scheduling, meetings, and calendars. Provide professional customer service to residents and operate standard office, word-processing, and data-entry equipment. Serve as the Town's Title VII liaison. Perform other related duties as assigned. Experience and Qualifications Associate degree in Public Administration, Business Administration, or a related field required; bachelor's degree preferred. At least three years of town government, municipal, public administration, clerical, or administrative-support experience. Governmental experience and previous municipal clerk experience are strongly preferred. Ability to obtain Certified Municipal Clerk certification within four years of hire or promotion and complete required municipal administration courses. South Carolina Notary Public commission preferred, or ability to obtain within six months. Thorough knowledge of local government operations, municipal laws and ordinances, records management, budgeting, purchasing, and personnel practices. Proficiency in Microsoft Word, Excel, PowerPoint, Outlook, and modern office technology. Excellent organizational, research, writing, communication, customer-service, and conflict-resolution skills. Ability to establish effective working relationships with employees, public officials, vendors, organizations, nonprofits, and members of the public. Valid driver's license required. Ability to pass a pre-employment drug screening and background check. Ability to attend Town Council meetings, training seminars, conferences, events, and other after-hours meetings as required. Pay:
$42,000.00 - $48,000.00 per year
