Job Description

To plan, direct, supervise and review the activities of a variety of projects and programs throughout the Public Works Department, including engineering and/or utility functions, and to provide professional and technical staff assistance.

Organizational Relationships:

Reports to: Director of Public Works.

Directs:

Responsibilities include the direct and indirect supervision of professional, technical, field maintenance, and clerical personnel especially in the functional areas of engineering and/or utilities. May direct the Construction Inspector on the construction activities related to subdivision and CIP construction.

Other:

Works closely with the Director of Public Works, City Engineer, the Building Official, the Utility Operations Manager, Streets Operation Manager, Construction Inspector, and Public Works staff members. Has regular contact with other City departments, contractors, developers, consulting engineers and some contact with local and state agencies. Essential Job Functions & Other Important Duties Reviews and coordinates the Public Works input into the development activities within the city and the extra-territorial jurisdiction. Reviews and coordinates assigned Capital Improvement Program projects within the city. Reviews and coordinates with the City Engineer and Director of Public Works the applications for subdivision preliminary and final plats, subdivision construction plans, supplies input to the City's master land use plan, supplies input to the City's master plan for water, wastewater, transportation, trails and parks. Provides input related to the requirements of the City's ordinances, codes and master plans for the development of property. Effectively communicates verbally and in written forms, such as email, memorandums, letters, reports, and briefings. Organizes, tracks and reports on the development activities including preparing reports on projects status. Oversees the construction activity of development projects and coordinates with the Operation Managers and Construction Inspector for quality control of projects. Confers and provides information to property owners, contractors, developers, engineers, planners, architects, and the general public regarding conformance to standards, plans, specifications, ordinances, and codes. Essential Duties Establish and monitor capital project implementation to ensure design and inspection of those same projects to high professional quality standards, yet within industry cost indices and time schedules. If assigned functional responsibility for Utilities, emphasis is on the following: Establish and review water distribution and sewage collection system operations and rate setting criteria. Supervise, coordinate and review the construction, operation and maintenance of the domestic water and sewage systems. Coordinate water and sewer utility activities with other City departments, divisions, and sections and with outside agencies.

Qualifications:
Knowledge of:
Administration and Management:

principles and processes involved with organizing, tracking, filing, and completing the development review and approval process and with project management.

Budget Management:

develop and manage annual budget for areas of responsibility.

Personnel and Human Resources:

be knowledgeable or acquire knowledge of the policies and practices involved with personnel / human resources functions, including selection, supervision, training, performance evaluation, and termination.

Office Software:

current word processing, presentation, spreadsheet, scheduling, and database programs used by the city.

Federal and State Regulations:

for water, wastewater, air quality and storm water as administered by the US EPA, TCEQ and TWDB.

Third Party Service Contracts:

regulations and principles for developing specifications, bidding projects, managing individual contractors, and approving invoices for payment.

Developer Contracts and Agreements:

Become familiar and self-sufficient in negotiating, writing, administering, and tracking development contracts and agreements.

Construction Contracts:

regulations and principles for developing plans and specifications, bidding and awarding projects, managing projects and approving invoices for payment.

Civil Engineering /

Public Works Design and Construction:

engineering design, materials selection, methods, laws, and equipment to safely and accurately complete civil engineering or public works projects.

Customer Service:

principles and processes for providing customer and personal services including a desire to help citizens, developers, contractors, and other customers regardless of their circumstance.

Bureaucratic Systems:

politics, power, and dynamics of the intergovernmental system.

Acceptable Experience and Training:

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain knowledge and abilities would be:

Experience:

Five years of progressively responsible supervisory and administrative experience public works, water and wastewater operations, and infrastructure management.

Education:

Bachelor's Degree in Civil Engineering, Environmental Engineering, Public Administration, Construction Management or related field.

Certificates and Licenses Required:

Valid Texas driver's license. TCEQ Class "B" Water, Class Ill Collections
