  • Business & Financial Retirees of the Texas Teachers Retirement System (TRS) may apply.
Consistent with district policy SD-7.17 "Employment of Retirees," selected applicants are responsible for reimbursing the district, through payroll deduction, for the current rate of all TRS pension or TRS Care surcharges. As of September 1, 2025, the TRS pension surcharge rate is 16.5% and the TRS Care surcharge is $535/month.

Primary Purpose:
Assist the Division Director/Chief Financial Officer, direct and manage the operation of all financial and business affairs of the district including accounting, payroll, purchasing, and budgeting. Administer the financial and accounting system controls and standards and ensure timely financial and statistical reports for management and/or Board use. Qualifications
Education/Certification/Experience:
Bachelor's or Master's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Accounting, Business Administration, Finance, or a related field preferred. Each year of experience as described below in excess of the required five years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis. Five years of full-time, wage-earning supervisory experience in accounting, budget preparation and analysis, data or statistical analysis, or policy development is required. Experience in government or school district budgeting and accounting is required. Experience in legislative matters is preferred. Experience in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs required. WSD experience is preferred. This position requires personal technology that will enable the completion of job duties and responsibilities when working remotely.
Special Knowledge/Skills:
Ability to use personal computer and software to develop spreadsheets, perform data analysis, and do word processing, is required. Working knowledge of financial applications and accounting. Strong communication, public relations, and interpersonal skills.
Major Responsibilities and Duties:
1. Assist the Division Director-Chief Financial Officer in accountability maintenance of each business section. 2. Review bank reconciliations and investment reports on a monthly basis. 3. Support the legislative coordinator to create fiscal notes for bills that are filed in a legislative session that may impact the district. 4. Administer the process for payments/checks weekly to include ACH deposits and posting of expenses both in the Accounts Payable and General Ledger. 5. Administer processes to create the annual operating budget for the district. 6. Attend Investment Training on an annual basis. 7. Compile data in order to prepare reports for Maintenance of Effort for the special education program, Schedule of Expenditures for Computation of Indirect Cost as well as other information to be used for different grant applications. 8. Oversee processes for compiling data to create reports for the Legislative Budget Board to include Uniform Cost and other reports on an as needed basis. 9. Keep the Division Director/Chief Financial Officer informed on the business affairs of the district. 10. Provide effective staff development activities for district personnel as needed. 11. 12. Prepare and report budget activity each month for all programs and funds to include contact hours earned with year-to-date total in comparison to performance measures and required hours based on appropriations. 13. Submit financial reports to the WSD Board of Trustees on a bi-monthly basis. 14. Prepare quarterly performance reports reflecting both expenditures and contact hours by program to determine a cost per contact hour. 15. Maintain confidentiality in handling sensitive information received in the performance of the job duties. 16. Develop and maintain business services and human resources policies and procedures, job descriptions and training documents as needed. 17. Perform duties in a professional manner through daily, punctual attendance at the location of work assignment. 18. Follow Windham School District policies and procedures in completing assigned job duties. 19. Execute duties in a professional, ethical and responsible manner as defined in 19 TAC Chapter 247, Code of Ethics and Standard Practices for Texas Educators.
Supervisor Responsibilities:
Manage, evaluate and supervise the Business Office Supervisors over (1) Budget, Payroll and Accounts Payable and (2) Payroll, Accounting and Purchasing.

Work inside and outside, noise, radiant/electrical energy, work alone, work with others, around machines with moving parts and objects, possible exposure to microwaves in use, exposure to hot and cold temperatures, exposure to dust and cleaning chemicals.
