Job Description

Plans, develops, and supervises the implementation of the City's Community Development plans, programs, and services; participates in coordinating and administering assigned Community Development programs; administers and maintains grant funding for area of responsibility; prepares and submits various types of program records and reports; and supervises assigned personnel.

Provides supervisory oversight for various administrative tasks involved in the planning, development, implementation, and administration of community development and affordable housing programs and related activities. Participates in the preparation, update, and submission of the City's Five Year Consolidated Action Plan (CAP) and Consolidated Annual Performance and Evaluation Report (CAPER). Develops, recommends, and implements updates to Community Development administrative plan documents necessary to ensure compliance with HUD and Federal housing regulations. Conducts research, studies, and surveys; obtains data and information pertaining to affordable housing issues, population trends, economic/transportation issues, and community needs. Provides recommendations and assists in developing, implementing, and administering short and long range Housing and Community Development plans and projects. Assists in coordinating and administering Section 8 Homeownership, Lead Based Paint, Fair Housing, and/or other assigned divisional programs; manages program performance. Develops and administers the CDBG and HOME budgets; monitors program expenditures; administers and maintains CDBG, HOME, and Shelter Plus Care grant funding. Reviews CHDO, sub-recipient, and contractor expenditures for accuracy; processes financial submissions to HUD; requests the drawn-down of funds. Monitors and ensures compliance by the City and program participants with all HUD program requirements, the Federal Fair Housing Act, and/or other applicable housing regulations. Communicates and coordinates with HUD personnel regarding program activities, monitoring visits, financial audits, and/or compliance issues.

Prepares and submits various types of program and/or other reports to City executive management personnel, the City Council, and HUD. Interacts with citizens, program participants, sub-recipients, and contractors regarding various program matters; assists in mediating and resolving program issues and complaints. Interprets, applies, and monitors local, State, and Federal legislation, regulations, rules, and guidelines pertaining to community development and/or housing activities. Participates in planning, coordinating, and conducting public hearings for
CDBG/HOME
programs; delivers public and private presentations regarding Community Development plans, activities, and programs. Supervises, trains, and evaluates the performance of assigned personnel; monitors and ensures staff compliance with divisional policies, procedures, and regulatory requirements. Performs other related duties as assigned or required.

Bachelor's Degree in Public Administration, Business Administration, or related field, and four years experience supervising community development/housing programs and activities, including one year supervisory experience; OR an equivalent combination of education and experience. Certified HOME Program Specialist, HQS Inspection, ICC Residential Building Inspector, Lead Based Paint Inspection, and National Incident Management System (NIMS) ICS certifications are required within one year of employment. Must possess a valid Texas Driver's License.

Work is performed in a standard office environment and occasionally in the field. Subject to sitting, standing, walking, bending, reaching, and lifting of objects up to 10 pounds. Occasional exposure to variable weather conditions, unsanitary conditions, and infectious diseases is involved when conducting field visits.
