Job Description
SUMMARY Under general administrative direction of the Public Works Director and or the City Manager, is responsible for planning, directing, and overseeing the activities and operations of the Public Works Function of the City of Mathis including the management and supervision of the Streets and Parks Divisions; contract administration of the City's Solid Waste Services contract; coordination, staffing and completion of facility maintenance work orders and vehicle maintenance scheduling; and responsibility of the development services function of the City to include minor plan review, permit approval and job inspection. Coordinates assigned activities with other City departments and outside agencies, and provides highly responsible and complex administrative support to the City Manager's Office. RESPONSIBILITIES
Essential and other important responsibilities and duties may include, but are not limited to, the following:Essential Functions:
- Assumes full supervision responsibility for all assigned public works services and activities, including general supervision of the Landscape Maintenance, Streets, Parks Divisions, and other duties as assigned by the public works director or city manager; and recommends and administers policies and procedures.
- Responsible for Contract Administration of the City's Solid Waste Services contract including residential refuse and brush collection and Commercial dumpster services.
- Assist in coordinating and assigning any water, street, park, and other public works personnel to address minor facility maintenance projects to include mowing details throughout the city, and work orders and supervision of vehicle maintenance mechanic to assure maintenance schedules are adhered to and unexpected equipment failures are repaired in a timely fashion.
- Responsible for assisting the public works director and or the assigned engineer with reviewing minor construction plans submitted by citizens and contractors for minor remodeling projects throughout the City.
- Supervises and manages the development and implementation of the Public Works Department goals, objectives, policies, and priorities for each assigned service area; establishes, within City policy, appropriate service and staffing levels; and allocates resources accordingly.
- Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems and internal reporting relationships; and identifies opportunities for improvement and directs the implementation of changes.
- Acts as official Public Works representative to other City departments, City Manager's Office, elected officials and outside agencies; explains, justifies, and defends department programs, policies, and activities; and resolves sensitive, significant, and controversial issues.
- Selects, motivates, and evaluates department staff; provides or coordinates training and works with employees to correct deficiencies; and implements and administers disciplinary and termination procedures.
- Assists in the development and administration of the department budget; estimates funds needed for staffing, equipment, materials, and supplies; directs the monitoring and approval of expenditures; and directs the preparation and implementation of budgetary adjustments as necessary.
- Coordinates departmental activities with those of other departments and outside agencies and organizations; provides staff assistance to the City Manager and City Council; and prepares and presents staff reports and other necessary communications.
- At the direction of the public works director and or city manager may attend City Council meetings and takes necessary action regarding Council agenda items.
- Attends and participates in professional group meetings; and stays abreast of new trends and innovations in the field of public works.
- Meets with engineers and contractors to resolve problems and discuss progress on contracted work, including street reconstruction, seal coats, overlays, infrastructure needs, and or park improvements.
- Performs related duties and fulfills responsibilities as directed by the public works director and or city manager.
QUALIFICATIONS
Knowledge of:
- Operational characteristics, services, and activities of a comprehensive public works functions including, building maintenance, street ROW maintenance and drainage, park maintenance, solid waste services and development services as they pertain to plan review, permitting and inspections.
- Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
- Principles and practices of municipal budget preparation and administration.
- Principles of supervision, training, and performance evaluation.
- Organization, function, and authority of several City functions.
- Pertinent Federal, State, and local laws, ordinances, statutes, and regulations.
- Knowledge in principles and practice of the design, construction, upkeep and maintenance of public work-related facilities, streets, and roadways to include drainage. Maintain routine public works operations and or projects maintenance schedules to include facilities and grounds under control of the city, all assigned vehicle, small and heavy equipment maintenance included.
- Knowledge of HVAC, plumbing and electrical connections, functions and or operations.
- Skill in operating a personal computer and utilizing rudimentary software.
Ability to:
- Develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for the City.
- Analyze problems, provide alternatives, identify solutions in support of established goals, and project consequences of proposed actions.
- Identify and respond to community and City Council issues, concerns, and needs.
- Assist in the preparation of assigned budgets, and administer and allocate limited resources in a cost-effective manner.
- Research, analyze, and evaluate new service delivery methods, procedures, and techniques.
- Provide administrative and professional leadership and direction to subordinate staff.
- Communicate clearly and effectively, both verbally and in writing to subordinates and other city staff, as well as city council when directed by the public works director and or city manager.
- Prepare and present clear and concise monthly administrative reports to the public works director or as directed by the city manager.
- Establish and maintain effective working relationships with City staff and officials, other government officials, community groups and the general public.
Education, Experience and Licensing:
Education- . High School education or GED, C water or wastewater license required, and must be eligible for B license in water, wastewater, and or groundwater. Training in contract administration, civil construction, roadway and or park design, HVAC, clean water, groundwater, wastewater, plumbing, electrical, building maintenance and plan review preferred. Experience
- A minimum of 5 years of progressively responsible experience in the operation, supervision or management of public works services as described above. License and Certification
- Ability to obtain inspector certifications in building, electrical, mechanical or plumbing trade during employment with the City.
Physical Requirements:
Physical requirements include visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate computer keyboard and basic office equipment. Subject to sitting and standing to perform the essential functions. Working conditions are in an office environment and field site work to include street ROWs, Park Facilities and construction sites.Salary Range:
$42,500 to $53,400 annually. Compensation commensurate with Education, Experience, Training and Licensing.Benefits:
