Job Description

Description summary: Under the supervision of the Executive Director, the Director of Development & Asset Management is responsible for identifying, evaluating, structuring, and overseeing affordable housing development and investment opportunities, as well as managing the performance and compliance of HABC-owned and partnership properties throughout their lifecycle. The position works closely with developers, investors, lenders, attorneys, property managers, contractors, consultants, and other stakeholders to advance projects from initial concept through development, construction, stabilization, and long-term asset management. The Director ensures that HABC's development investments and real estate assets are financially sound, operationally successful, compliant with applicable requirements, and aligned with HABC's strategic objectives. Knowledge of and expertise in real estate development, entitlements, and financing of multi-family affordable developments in the state of Texas. Understanding of and experience with the Low-Income Housing Tax Program including both competitive 9% and non-competitive 4% bond programs. Ability to understand and implement all related policies and regulations related to these programs. Experience with various ownership structures including public / private partnerships including housing authorities and public facilities corporations. Knowledge of and experience with various financial vehicles including tax credit, commercial and FHA backed mortgages. Knowledge and experience with land purchase contracts, project planning, and site feasibility and the pre-development evaluation process. Ability to understand and develop complex financial models using various computer-based software programs. Understanding of construction methods, standards, and employment as they relate to OSHA, EPA, and HUD, and state and local regulations and laws. Knowledge of and expertise in asset management / property management through implementation of best practices and industry standards. Principal Duties and Responsibilities Development, Acquisition & Prospecting Develops and maintains relationships with multifamily developers, investors, lenders, and commercial real estate professionals, with a focus on the Bexar County market. Identifies and evaluates potential development, acquisition, land, and repositioning opportunities. Conducts preliminary assessments of site feasibility, zoning and entitlements, market conditions, development concepts, financial feasibility, and overall project viability. Evaluates proposed developments and developer capacity, experience, financial strength, project location, concept, and development strategy. Identifies potential funding sources and assists development partners in structuring capital stacks, including tax credits, loans, grants, mortgages, soft funding, and Project-Based Vouchers. Evaluates requests for HABC financial assistance and determines appropriate funding or investment structures. Conducts required procurement activities related to HABC financial commitments, including RFQs, RFPs, and other applicable procurement processes. Represents HABC through industry associations, networking events, and other marketing and business development activities. 2. Development Partnerships - Concept Through Closing Leads and coordinates HABC's participation in development partnerships from initial proposal through financial closing. Negotiates and prepares term sheets, Memoranda of Understanding, partnership agreements, fee structures, and other business terms in coordination with HABC leadership and legal counsel. Coordinates with attorneys, bond counsel, developers, investors, lenders, and other professionals to complete required documentation, board approvals, and closing requirements. Reviews development and funding applications, including Low-Income Housing Tax Credit and grant applications, for accuracy, completeness, and consistency with approved project terms. Assists development partners with identifying and securing public and private financing necessary to complete the capital stack. Monitors HABC financial commitments, project milestones, and contractual obligations throughout the development process. Participates in project meetings, closing calls, and other activities necessary to advance projects and protect HABC's interests. 3. Construction, Lease-Up & Stabilization Monitors development progress during construction and lease-up to ensure projects remain consistent with approved budgets, schedules, plans, and agreements. Reviews developer and contractor draw requests, supporting documentation, budgets, and project progress, and provides recommendations to HABC leadership. Conducts or coordinates periodic construction and site inspections to assess progress, property condition, safety, and compliance with project requirements. Monitors completion of required milestones and conditions associated with HABC capital contributions and other financial commitments. Identifies project risks, delays, deficiencies, and compliance issues and works with responsible parties to develop and implement corrective actions. Coordinates the transition of completed projects into ongoing asset management. 4. Asset Management - HABC-Owned & Partnership Properties Oversees the financial, operational, physical, regulatory, and contractual performance of HABC-owned and partnership properties. Reviews monthly, quarterly, and annual financial and asset management reports, including operating statements, budgets, cash flow, reserves, debt, occupancy, accounts receivable, and other key performance indicators. Monitors property performance against approved budgets, financial projections, partnership agreements, regulatory requirements, and asset management objectives. Oversees third-party property management companies and service providers to ensure compliance with management agreements, applicable regulations, HABC requirements, and performance standards. Conducts and/or coordinates periodic and annual property inspections to evaluate physical condition, deferred maintenance, health and safety, general liability, capital needs, and overall property performance. Reviews capital improvement plans, replacement reserve needs, major repair projects, and other capital expenditures; evaluates funding requirements and makes recommendations to HABC leadership. Monitors compliance with partnership agreements, regulatory requirements, loan and financing documents, affordability requirements, and other contractual obligations. Ensures timely completion and submission of annual audits, tax filings, compliance reports, financial reports, and other required documentation. Tracks developer fees, asset management fees, distributions, and other amounts owed to HABC and ensures timely receipt and accurate accounting. Identifies financial, operational, physical, regulatory, and legal risks and coordinates corrective action with developers, property managers, investors, and other responsible parties. Reviews and monitors insurance, property condition, safety, and general liability matters affecting HABC's assets and investments. Develops and maintains asset management plans and performance strategies for HABC-owned and partnership properties. Evaluates opportunities for refinancing, recapitalization, rehabilitation, repositioning, disposition, or other strategic actions to preserve and maximize the long-term value and affordability of HABC's assets. For properties approaching or beyond Year 10, coordinates with developers, investors, lenders, and other partners to evaluate recapitalization, refinancing, disposition, or other exit strategies. Maintains accurate and comprehensive project and asset management records and ensures timely reporting to HABC leadership and applicable governing bodies. Knowledge, Skills and Abilities Ability to communicate clearly and concisely, both orally and written. Excels at organization, time management, problem solving, procurement, and financial modeling. Knowledge of and expertise in real estate development, entitlements, and financing of multi-family affordable developments in the state of Texas. Minimum Qualifications A Bachelor's degree in Business Management, Public Administration, Finance, or a related field from a four-year accredited college or university is required. Six (6) years of related experience. Experience with asset management and portfolio performance. Excellent Microsoft Excel experience is required. Computer literacy (MS Office applications, in particular) Valid Texas driver's license and eligible for coverage under Housing Authority fleet auto insurance.
Preferred Qualifications:
Master degree in Business Management, Public Administration, Finance, or a related field. Experience with both development and asset management. Three (3) years of experiences at Director level. Supervision The employee receives work assignments and instructions from the Executive Director. Normally, the instructions are broad and general. In unusual situations the supervisor may specify how to accomplish assigned work. The employee performs routine tasks without direct supervision. Responsibility for Confidential Matters The employee will have access to sensitive information. The employee will be required to ensure all confidential information is secured at all times. Complexity The employee is required to exercise personal judgement in making decisions in accomplishing assignments. Nonroutine situations are usually discussed with the Executive Director to determine a resolution. This position will be 50-50% in an office setting and out in the field setting, on job sites, working with vendors, contractors, and other personnel while at project and construction sites, etc. The employee must occasionally lift and/or move up to 10 pounds, and occasionally lift and/or move up to 25 pounds. Sitting for long periods of time, sedentary. Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and the ability to adjust focus. Work may also involve eye strain from working with computers and other office equipment. The noise level in the work environment is usually moderate.
