Position:
Full-Time | Exempt About the City of West Tawakoni The City of West Tawakoni is located on beautiful Lake Tawakoni , a 37,000-acre lake, and is positioned for continued growth and economic development. The City is seeking an experienced, professional, and results-oriented City Administrator to lead the City's day-to-day operations and help guide West Tawakoni through its next phase of growth. This is a highly visible leadership position working directly with the Mayor and City Council . The City Administrator is responsible for implementing Council policy and priorities, managing municipal operations, overseeing City personnel and finances, ensuring compliance with applicable laws and regulations, and delivering efficient, high-quality services to residents. The ideal candidate will be a strong municipal leader who combines sound financial management, operational discipline, strategic thinking, accountability, and excellent communication skills . Position Summary Under the policy direction of the Mayor and City Council, the
City Administrator:
  • Provides professional leadership and day-to-day management of all municipal operations.
  • Implements policies, priorities, and directives established by the City Council.
  • Oversees all City departments and municipal employees.
  • Develops and manages the City's annual operating budget and capital improvement program.
  • Maintains fiscal responsibility and accountability for public funds.
  • Ensures compliance with applicable federal and Texas laws, City ordinances, policies, and regulations.
  • Works closely with residents, businesses, governmental agencies, and community organizations.
  • Identifies opportunities to improve efficiency, reduce costs, enhance services, and support responsible economic development.
  • Serves as the principal administrative advisor to the Mayor and City Council. Essential ResponsibilitiesLeadership & Council Relations
  • Attend all City Council meetings and provide professional recommendations and administrative support.
  • Provide regular briefings to the Mayor and City Council regarding City finances, operations, personnel, projects, and strategic priorities.
  • Prepare clear written reports, presentations, recommendations, and other materials for Council consideration.
  • Prepare and submit agenda items and ensure meeting materials are accurate and timely.
  • Respond to Council requests for information and ensure appropriate follow-through on Council direction.
  • Maintain administrative neutrality while faithfully implementing lawful Council policies and directives.
  • Advise the Mayor and Council on operational, financial, personnel, and administrative matters. Municipal Operations & Personnel
  • Direct, supervise, coordinate, and evaluate the City's departments and operations.
  • Establish appropriate performance standards, goals, policies, procedures, and internal controls.
  • Hire, supervise, evaluate, promote, discipline, and terminate employees and department heads in accordance with City policy and applicable law.
  • Establish clear accountability throughout the organization.
  • Develop a customer-focused organizational culture emphasizing professionalism, responsiveness, efficiency, and service.
  • Identify operational problems and implement practical solutions.
  • Lead organization-wide performance improvement and process-improvement initiatives. Financial Management
  • Prepare and submit the proposed annual operating budget and multi-year capital plans.
  • Administer the adopted budget and monitor revenues, expenditures, cash flow, and financial performance.
  • Recommend budget adjustments and cost-control measures when appropriate.
  • Oversee accounting, purchasing, investments, financial reporting, and internal financial controls.
  • Ensure compliance with applicable accounting standards, City policies, and Texas law.
  • Prepare financial and administrative reports for the Mayor and City Council.
  • Coordinate the City's annual audit.
  • Evaluate financial trends and identify opportunities to improve the City's financial position.
  • Pursue grants and other outside funding opportunities when appropriate. Purchasing, Contracts & Risk Management
  • Serve as the City's purchasing agent within the authority established by City policy.
  • Develop bid specifications and oversee competitive procurement processes.
  • Negotiate and administer contracts and interlocal agreements within delegated authority.
  • Monitor contractor and vendor performance.
  • Oversee the City's insurance and risk-management programs.
  • Maintain appropriate asset-management and equipment-replacement schedules. Economic Development & Community Growth West Tawakoni is positioned for continued growth. The City Administrator will play an important role in ensuring that growth benefits the community while protecting the City's long-term financial and infrastructure interests.
  • Support responsible residential and commercial development.
  • Work with developers, businesses, property owners, and governmental agencies.
  • Coordinate planning, permitting, code enforcement, infrastructure, and development activities.
  • Identify opportunities to strengthen the City's economic base and tax revenues.
  • Evaluate development proposals from the perspective of infrastructure capacity, municipal costs, public benefit, and long-term sustainability.
  • Represent the City in regional economic-development and intergovernmental activities.
  • Promote a professional, business-friendly municipal environment while maintaining appropriate regulatory standards. Infrastructure & Public Services
  • Oversee the effective delivery of municipal services.
  • Establish priorities for streets, water, wastewater, drainage, facilities, equipment, and other public infrastructure.
  • Monitor the condition and long-term needs of City infrastructure and capital assets.
  • Develop and implement capital improvement priorities consistent with available resources and Council direction.
  • Coordinate major construction and infrastructure projects.
  • Ensure departments maintain appropriate service standards and accountability. Emergency Management
  • Direct or coordinate the City's response to emergencies, including severe weather, fire, infrastructure failures, and other emergencies.
  • Authorize emergency expenditures and contracts within delegated authority when necessary to protect life, property, or essential services.
  • Maintain continuity-of-operations planning.
  • Coordinate with county, regional, state, and other emergency-management organizations. Communication & Public Engagement
  • Maintain open, professional, and transparent communication with residents.
  • Represent the City before governmental agencies, businesses, civic organizations, community groups, and the public.
  • Communicate City policies, projects, priorities, and services clearly and accurately.
  • Respond professionally to citizen concerns and ensure appropriate follow-through.
  • Promote transparency, accountability, and public confidence in City government. Strategic Planning & Special Projects
  • Lead strategic initiatives established by the Mayor and City Council.
  • Develop measurable goals and performance indicators for City operations.
  • Identify opportunities to reduce costs and improve efficiency.
  • Lead cross-departmental projects and organizational improvements.
  • Evaluate technology and administrative systems to improve service delivery.
  • Perform other duties assigned by the City Council consistent with the City Charter, ordinances, and applicable law. Required QualificationsEducation & Experience
  • Bachelor's degree in Public Administration, Business Administration, Finance, Political Science, or a closely related field.
  • Minimum of two (2) years of experience as a City Manager, City Administrator, Assistant City Manager, or Assistant City Administrator; OR four (4) years of progressively responsible supervisory or management experience.
  • Municipal or public-sector management experience is strongly preferred.
  • Valid Texas Class C driver's license with an acceptable driving record. Preferred Qualifications
  • Master's degree in Public Administration, Business Administration, Finance, or a related field.
  • Experience as a City Administrator, City Manager, or Assistant City Administrator in Texas.
  • Experience with a small or mid-sized Texas municipality.
  • Experience with municipal budgeting, financial management, capital planning, utilities, infrastructure, economic development, and personnel administration.
  • Knowledge of Texas municipal law and governmental regulations. Knowledge, Skills & Abilities The successful candidate should demonstrate:

Responsible Growth Helping West Tawakoni capture the benefits of growth while protecting infrastructure, taxpayers, and the City's long-term interests. 4. Council Support Providing the Mayor and City Council with accurate information, professional recommendations, and reliable implementation of Council policy. 5. Community Service Maintaining a responsive, transparent, and professional relationship with the residents and businesses of West Tawakoni. Work Schedule & Availability
  • Normal business hours with additional evening Council meetings and other meetings or community events as required.
  • Must be available to respond to significant emergencies outside normal business hours.
  • The position requires a high level of professional availability and responsiveness appropriate for the City's chief administrative officer.
Physical Requirements Work is primarily performed in a standard office environment with frequent use of computers and telephones, along with occasional visits to City facilities, construction sites, infrastructure projects, and other field locations. The position requires the ability to occasionally lift and carry materials weighing up to 25 pounds. Reasonable accommodations will be made as required by law.
