Leads the shaping of the City's financial future by overseeing every facet of the annual budget process — from developing strategic budget recommendations for the Executive team to facilitating internal budget committees and presenting the final plan to City Council. Drives the management of capital budgets, while spearheading efforts in resource planning, revenue forecasting, fund analysis, procurement, grant administration and working with finance to issue debt. Collaborates closely with Executive leadership and City Council to define and advance the City's long-term vision, strategic priorities, and financial sustainability. Supports the department in operating budget initiatives. This is an at-will position.TYPICAL DUTIES
Strategic Financial Leadership & Capital Planning:
Architects and leads the development of the citywide capital budget and multi-year financial plan, ensuring fiscal strategies align with City Council priorities, community goals, and long-term sustainability initiatives. Manages the full CIP process, including the preparation of the City's comprehensive 5-year Capital Improvement Plan.Revenue Forecasting & Fee Analysis:
Develops sophisticated revenue models that account for the unique volatility of a resort economy—including sales tax, property tax, and fees—to ensure the city maintains healthy reserves and financial resiliency. Prepares long-term revenue and expenditure projections and ensures departmental fees are accurate, compliant with state regulations, and updated as needed.Team Mentorship and Oversight:
Directs and empowers the budget team, providing high-level guidance to the Assistant Budget Director and Senior Analyst to ensure rigorous departmental budget reviews, accurate forecasting, and a culture of continuous professional development.Debt Management & Financial Advisory Coordination:
Supports the City's Treasurer with debt issuance, including research, financial analysis, reporting, and coordination with City Council and rating agencies. Plays a key role in maintaining and improving the City's credit rating. Oversee contracts with Bond Counsel and the Municipal Financial Advisor.Long-Term Financial Planning & Fund Analysis:
Serves as a strategic advisor to Department Heads and Executive Leadership in developing and maintaining long-range financial plans for all major City funds. Builds and updates financial models to forecast future revenues, expenditures, and capital needs.Procurement Oversight & Strategy:
Supervises the Procurement Manager and provides strategic oversight of the City's procurement program in conjunction with the City Attorney's Office. Ensures the effective development, issuance, and execution of procurement documents — including Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and Invitations to Bid — to secure goods and services incompliance with City policies and applicable laws. Public Engagement and Transparency Champion fiscal transparency by translating complex financial data into accessible presentations and reports for the City Council and the public, fostering community trust during public meetings. Other duties as assigned.MINIMUM QUALIFICATIONS
Bachelor's degree in finance or related field 5+ years demonstrated supervisory experience. 10+ years of demonstrated experience in a government environment managing budget processes. Extensive experience discussing and presenting budget recommendations, data analysis, and forecasting in a public venue with the public, staff, and elected government officials. Advanced financial data modeling skillsPREFERRED QUALIFICATIONS
Master of Public Administration (MPA) or related master's level degree. 10+ years of demonstrated process or project management experience. 15+ years demonstrated experience providing professional data analysis, recommendations, project administration, staff, public & Council presentations, and/or budget monitoring. Public sector experienceWORKING CONDITIONS
Work is performed primarily in an office setting. May require small amounts of travel to and from meetings, trainings, and conferences.
