The incumbent serves as the MCTF Deputy Director¿s full-time civilian counterpart and second-in-command, providing the continuity, technical program expertise, and day-to-day operional execution the scope of the portfolio requires. The incumbent independently manages the MCTF portfolio, ensures integrion and consistency of policy and execution across all assigned branches, and directly supervises the civilian branch heads for Comb Power Preservion, Outreach and Support, Sexual Assault Prevention and Response (SAPR), and Warrior Athlete Readiness and Resilience (WARR)/Semper Fit. In the Deputy Director¿s absence, the incumbent acts with full authority for the MCTF portfolio, representing the Directore in Headquarters-level working groups, budget reviews, and coordinion with internal and external stakeholders. Serves as the single point of accountability for integrion across the MCTF portfolio, ensuring Comb Power Preservion, Outreach and Support, SAPR, and WARR/Semper Fit function as a unified prevention and readiness capability rher than as independent programs. Directs or Leads Operional Planning Teams (OPTs) addressing structural, policy, and governance questions affecting the portfolio. Advises the Deputy Director, MCTF on the operional and administrive stus of all branches, briefing risks, shortfalls, and resourcing needs in time to support decision-making. Represents MCTF Department of War and Service-level meetings, working groups, and boards when the Deputy Director is unavailable, articuling the Directore¿s position and negotiing solutions th align with stregic objectives. Coordines with other MF divisions, M&RA staff, and external stakeholders, including Navy and Department of War counterparts, on mters affecting the MCTF portfolio. Drafts and reviews policy, decision briefs, and correspondence on behalf of the Deputy Director on portfolio-wide issues, ensuring alignment with current governing directives and pending policy revisions. Exercises full supervisory authority over the civilian branch heads within MCTF. Assigns, plans, and reviews the work of subordine branch heads, setting priorities and deadlines consistent with MCTF and Division objectives. Evalues the performance of subordine branch heads and approves or disapproves leave. Provides input on selection of branch heads, and hears and resolves employee grievances and complaints. Exercises seasoned analytical ability, judgment, and discretion, applying a thorough knowledge of management principles and program analysis to continuously evalue the accuracy, effectiveness, and integrion of MCTF branch operions. Plans, oversees, and conducts analyses of current and projected programs to identify overlapping mandes, mission gaps, and resourcing conflicts across the portfolio. Analyzes and evalues da from diverse sources, performing complex qualitive and quantitive analysis. Consults with branch heads, subject mter experts, and representives of sister services and stakeholder organizions to identify significant factors, relionships, and pterns. Develops, coordines, and submits program requirements and resource needs for assigned MCTF programs and initiives in support of the Planning, Programming, Budgeting, and Execution (PPBE) process, including Program Objective Memorandum (POM), Current Year Deficiency (CYD), and other budget and resource requirements. Works with program managers, branch leadership, and stakeholders to identify, prioritize, and articule current and future resource requirements, including personnel, equipment, contracts, and other programmic needs. Develops supporting justificion and documention to communice program requirements and priorities, and coordines submissions with the Budget Branch for review, validion, and incorporion into applicable budget and programming processes. May work a fluctuing work schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments and conduct or tend conferences and meetings. EVALUATIONS
Qualificions Five (5) years of specialized experience demonstring comprehensive knowledge of Marine Corps organizional structure, mission, and operional environment; extensive knowledge of Marine and Family Programs, behavioral health programs, prevention, resilience, Total Fitness, and reled policies and initiives; and knowledge of Department of War, Department of the Navy, and Marine Corps policies and requirements applicable to stregic planning, program integrion, and enterprise-level oversight. Demonstred experience in stregic program management, planning, programming, budgeting, and resource management; developing, implementing, and assessing complex programs and initiives; identifying emerging requirements, risks, and trends; and developing solutions to organizional challenges. Ability to interpret and integre congressional direction, Executive Orders, Department of War and Department of the Navy guidance, and Marine Corps policy into program planning and execution while balancing mission requirements and resource constraints. Demonstred ability to coordine across organizions and functional areas, establish priorities, develop program requirements, and communice effectively with senior military and civilian leaders.
