General Statement of Duties The Senior Leadership Advisor provides strategic guidance to executive leadership, offering expert analysis and recommendations on organizational priorities, operations, and policy initiatives. This role supports high‑level decision‑making by evaluating complex issues, anticipating challenges, and advising on effective solutions that advance the organization's goals. Essential Duties Knowledge of the substance and application of: Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board requirements for local government accounting, modified and full accrual accounting Virginia specific laws impacting local government finance, including the Virginia Public Deposits Act, Virginia Public Procurement Act Configuring and implementing an Enterprise Resource Planning (ERP) system Various ERP platforms and their configurations Internal Controls, particularly the COSO framework and its application in a local government environment K-12 public education financial requirements, including the compilation of the Virgina Annual School Report ASRFIN Experience in and understanding of the requirements for: Operational and capital budget development, monitoring, forecasting, and administration for local governments General ledger management and chart of accounts structure Supervising payroll, accounts payable, grants administration, financial reporting, risk management, and cash reconciliations. Preparation (or oversight/ review) of the Annual Comprehensive Financial Report (ACFR). Internal controls, compliance requirements, and audit coordination. Debt issuance and the recording of debt transactions Analyzing ERP setup and configuration options and describing the impact of each The job responsibilities will include working with County staff to: Review and recommend changes to existing and future state data structures, to include chart of accounts standardization and segmentation, vendor data, employee and payroll information, and others as required. Coordinate data cleanup and map current to future data translations Review processes in light of best practices, state and local laws and regulations, and operational needs to recommend methods and system configurations to optimize execution. Advise on benefits and drawbacks of various options for configuration of new ERP software. Backfilling executive level staff as needed while they are dedicated to ERP project implementation. Other duties as assigned within the knowledge, skills, and experience of the incumbent to support the operations of the department during ERP implementation or the ERP implementation process itself.
Position Note:
This position does not include direct supervision of personnel, but may involve leading teams, projects, or process implementations. Additional Information Senior finance leadership experience at the director level, with local government experience preferred.

Minimum Requirements Four (4) year degree in accounting, finance, public administration, or a related field plus ten (10) years of experience in finance administration (preferably in local government) including five (5) years of progressively responsible supervisory and managerial experience; OR, Any equivalent combination of experience and training which provides the necessary Knowledge, Skills, and Abilities.
