Reporting to the Legislative Services Manager, the Legislative Specialist I performs various administrative duties in support of County Board activities and the Legislative Services Department.

- This position is not eligible for benefits What Success Looks Like in the First Year Within the first 12 months, the Legislative Specialist I will develop strong working knowledge of County Board operations, including agenda preparation, meeting coordination and support, records management, and timely follow-through on assigned actions.
Success in this role also includes building and maintaining positive, trust-based relationships with the County Board, County Executive, County staff, and members of the community while providing responsive and professional support. The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Provides impartial, non-partisan administrative and legislative support to the County Board and its committees as assigned including preparing and distributing agendas and minutes and all follow-up activity as required by the committee. Strong organizational skills with the ability to manage deadlines. Assists in proofing and distributing resolutions and ordinances. Facilitates virtual and in-person public meetings and ensures accessibility to video conferencing platforms. Assists with updating the Legislative Services web page, ensuring timely and accurate posting of agendas, minutes, resolutions, ordinances, and all related materials. Performs reception duties for the Legislative Services office, Board Chair, Vice Chair and County Board of Supervisors. Ability to communicate clearly and professionally, both verbally and in writing. Maintains understanding of government processes, County Board Rules, open meetings laws, and Parliamentary procedure. Maintains regular and predictable attendance, works flexible hours as needed. Ability to exercise discretion and maintain confidentiality while handling sensitive material. Performs other duties as assigned. High school diploma or equivalent (such as a GED) required. One to two years office experience where extensive computer skills and significant attention to detail was required. Knowledge of, or experience with local level government processes and current county software. Or, any combination of education and experience that provides equivalent knowledge, skills, and abilities. Ability to operate standard office technology including multi-function photocopier / scanner, audiovisual equipment, transcription devices, Laserfiche, telephone, personal computer and the software utilized by the department. Ability to work independently, use sound judgment and make good decisions. Ability to understand non-partisan government processes, County Board Rules, open meetings laws, and Parliamentary Procedure. Ability to add, subtract, multiply, divide, and calculate decimals and percentages. Ability to comprehend and interpret a variety of documents including meeting minutes and agendas, contracts, budgets, billing statements and vouchers, State statutes, policy and procedure manuals, etc. Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Kofax) with the ability to prepare various documents including meeting agendas, minutes, letters and other correspondence, time reports, etc. Ability to use and interpret basic legal and accounting terminology. Ability to communicate effectively with County Board Chairman and members, Board Supervisors, County Executives and department heads, State representatives, WCA staff, the general public, and others verbally and in writing in a non-partisan manner. Ability to maintain confidentiality in dealing with sensitive materials and information. Ability to walk, stoop, climb, bend, stretch, push, pull, move and lift up to 20 pounds.
Work Environment:
This position operates in a professional office environment within a legislative or government setting. The role involves regular interaction with elected officials, government staff, and members of the public. Work is primarily performed at a desk using a computer, phone, and standard office equipment. The position requires attendance at committee meetings and public hearings, which may occur during evenings or extended hours. The environment is fast-paced during active legislative periods and may require managing multiple deadlines with a high level of accuracy and confidentiality.
