Executive Director Description of Duties and Responsibilities:
Directly manage strategic planning, resource allocation, program coordination and implementation, and coordination of people and resources. o Direct fiscal management by coordinating the organization's financial and budget activities to fund operations, operate programs, increase customer satisfaction, and fund raise in areas outside direct scope of the Workforce Innovation Opportunity Act programs. o Analyze operations to evaluate performance of the organization, its staff, and its one stop operations in meeting objectives or to determine areas of potential cost reduction, program improvement, staff changes, and/or policy change. o Confer with board members, organization officials, and staff members to discuss and coordinate activities, or resolve problems. o Direct and/or coordinate activities of businesses or departments concerned with programs, operations, and budgetary matters. o Negotiate and/or approve contracts or agreements with sub-contractors, suppliers, federal or state agencies, or other organizational entities. o Review and/approve reports submitted by staff members to recommend approval or to suggest changes. o Appoint and manage department managers and assign or delegate responsibilities to them. o Direct Human Resources activities, including the approval of Human Resources plans or activities, the selection of Directors or other high-level staff, or establishment or organization of major departments. o Establish partnerships with social services entities, education, economic development, and all other related service entities important to customer needs. o Management and travel of a multi-county area with ability to travel extensively. o Must be willing to undergo a background and credit check. o Must be drug free and undergo a drug screen.
KNOWLEDGE AND SKILLS
At a minimum, candidate must have direct knowledge and experience in: o Understanding of non-profit management and/or operating a corporation, limited liability business, or other related self-employment venture. o Administration and management of programs and grants, including federal, state, and/or local government affiliation. o Cost allocation methodology, performance accountability, and ability to drive systems toward local demand. o Understanding basic accounting and banking principles and practices, analysis and reporting of financial data, and importance of financial quality control standards. o Basic knowledge of laws, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic process. o Principals and processes for providing customer service including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction. o Excellent written, verbal, and listening skills. o Public relations and marketing which includes promoting services and programs to diverse populations, presenting to small and large crowds, facilitation, and public speaking. o Understanding basic principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems. o Understanding infrastructure management inclusive of leasing and sub-leasing, maintenance, and technology.
EDUCATION AND WORK EXPERIENCE
1. A bachelor's degree and a minimum of eight (8) years of experience in grants management, program administration and coordination, OR 2. A master's degree in Management or related field and four (4) years of experience in non- profit/executive/government administration, OR 3. Experience with Workforce Innovation Opportunity Act is required. Updated - September 9, 2026
