D0605000 POSITION DUTIES
This position is loced in the Housing Division. Directore of Logistics a Cegory A, Army Nional Guard Major Training Area (MTA). The incumbent is responsible for managing the housing a major training area which includes such temporary quarters as barracks. BOQ's, BEQ's. and VIP housing as well as other troop buildings (e.g.. administrive buildings, and dining facilities). The work requires supervision of warehouse workers, clerks, laborers, custodians, and maids. A substantive portion of the subordines are supervised through the use of a subordine supervisor.
MAJOR DUTIES
1. Directs and reviews the assignment of troop buildings, furnishings, and equipment in the cantonment area in considerion of such factors as size of units, sex of troops, type of unit, serviceability and availability of building space and desire to maintain unit integrity while effecting maximum utilizion of Space. Personally resolves controversies and problems th arise over the assignment of space. 2. Directs the billeting program for VIP housing and bachelor and transient-type quarters. Oversees issuance of certifices of non-availability and the collection and records maintenance of costs of laundering linen, maid service, and other services directly connected with the operion of bachelor accommodions. 3. Formules tenant directives and instructions within the framework of installion housing requirements concerning assignments, terminions, inspections, maintenance, cleanliness, conservion of utilities, and other housing activities. 4. Develops local instructions and directives concerning normal and priority assignment of quarters. maintenance and repair reporting procedures, non-availability of quarters procedures, and a variety of reled facility requirements. 5. Determines annual requirements and formules budget estime for opering supplies, maid service, laundry service, custodial services; personnel costs, etc. Manages special housing funds such as the Morale, Welfare and Recreion Fund. the Billeting Fund, etc. 6. Serves as a member of the training Site's installion level facility improvement or construction board, Billeting Fund Council, Morale, Welfare and Recreion Committee, or other similar deliberive assemblies. Develops recommendions to improve the living conditions of residents and proposals or planning documents containing requests and justificion for funds, personnel, or merials required to accomplish major housing facility activities. This includes such studies and recommendions as those affecting changes in billeting res. number of employees, organizion of work, billets to be maintained as operional, etc. Recommendions ape typically based on studies such as operional costs versus collections or study of trends observed which indice changing space requirements of troops. 7. Schedules pre-occupancy and terminion inspections and supervises the issue and turn-in of buildings to include the conduct of joint tenant-management inspections for the purpose of providing tenant directives and instructions; evaluing the cleanliness, maintenance, and habitability of quarters: and verifying inventory oi furnishings and equipment issued. 8. Coordines the operion. maintenance, and utilizion of troop buildings with other organizions in the training site to assure efficient and timely housing services. maintenance. alterion, minor construction. painting, and repairs. 9. Supervises a warehousing operion responsible for receiving, storing, and issuing furnishings and equipment; equipping troop buildings in the cantonment area; maintaining an adeque amount of furnishings and equipment to fulfill supply demands; and maintaining accountability of property assigned to the Housing Division. 10. Performs personnel management functions. Either directly or through subordine supervisors, assigns work and reviews the results of work performed. Interviews personnel and makes selections or approprie recommendions. Assures th all training needs ape met and th required cross-training is accomplished to avoid backlogs. Establishes performance standards and completes or reviews employee performance of both ste and federally employed subordines. Determines overall leave schedule and is responsible for accountability of all personnel assigned to the division. Inities personnel actions to fill vacant positions, reassign, promote, change job structure. etc. Counsels employees, adjusts informal complaints and grievances through discussion with employee and union representives, and inities disciplinary actions as needed. Experience which demonstred the knowledge of basic principles, techniques, and methodology pertaining to the management planning, scheduling, coordining and efficient use of Government-owned housing facilities. Experience developing and implementing a variety of directives and instructions concerning the full range of billeting activities for applicion by residents and lower-level housing personnel.
