COMMENSURATE WITH EDUCATION AND EXPERIENCE

The Technical College System of Georgia (TCSG) is seeking highly qualified applicants for their full-time Assistant Director in the Office Administrative Services. The Assistant Director of Purchasing assists in the management and daily operation of TCSG System Office and the 22 college's procurement function in accordance with TCSG policies, State of Georgia Department of Administrative Services (DOAS) guidelines, and applicable state and federal laws. This position supports the Director in ensuring that all procurement activities are conducted in a fair, open and competitive manner while promoting fiscal responsibility and operational efficiency . This position is located at the TCSG System Office in Atlanta at 1800 Century Place, Atlanta, GA 30345.

RESPONSIBILITIES

Assists in planning, organizing and directing the purchasing activities of TCSG System Office and 22 Technical Colleges. Ensures compliance with TCSG policies, DOAS State Purchasing rules, and applicable federal regulations. Coordinates and oversees competitive solicitations processes, including Request for Quotes (RFQs), Invitation to Bid (ITBs) and Request for Proposals (RFPs) by developing, soliciting and awarding contracts for products and services for TCSG System Office and statewide Technical Colleges Review and approves purchase requisitions, purchase orders, and contract documents for accuracy and compliance. Assists with contract development, negotiation, administration and renewal processes. Supports audits by maintaining accurate procurement records and ensuring documentation compliance Oversees the development and submission of reports to ensure compliance with state purchasing guidelines. Assists in monitoring the activities of personnel to ensure compliance with TCSG policy manual and department procedures. Conducts regular evaluation of services provided and makes adjustments as needed. Provides support in the resolution of vendor disputes and procurement issues in alignment with DOAS regulations and TCSG procedures. Provides guidance and training TCSG System Office Purchasing staff and Technical College staff on procurement policies, methods, procedures and best practices. Maintains effective working relationships with internal staff and departments and external vendors, state entities, and colleges Administers regular employee performance evaluations in a timely and consistent manner Serves as a designee for the Director of Purchasing in their absence Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Bachelor's degree

PREFERRED QUALIFICATIONS

Experience within the Technical College System of Georgia or other state agency Supervisory or leadership experience Knowledge of governmental procurement processes Professional certification such as Certified Professional Buyer (CPPB), Certified Professional Officer or Georgia Certified Procurement Manager (GCPM)

TECHNICAL COMPETENCIES

Strong knowledge of procurement laws, regulations and best practices Experience with contract management and competitive solicitation processes Ability to interpret and apply laws, regulations and policies Able to make decisions in compliance with specific rules, regulations, policies and procedures Ability to prepare and present training materials to other employees Strong analytical, organizational, and problem-solving skills Leadership Skills Effective verbal and written communication skills Skill in interpersonal relations and in dealing with internal and external customers Ability to manage multiple priorities and complex initiatives to meet deadlines

PHYSICAL DEMANDS/ WORK CONDITIONS

Work is primarily performed in an office environment during standard business hours. Limited remote work may be available in accordance with agency policy and operational needs. Work performance involves light physical duties, including intermittent sitting, standing, and walking. Employees must be able to lift up to ten (10) pounds

Minimum Qualifications:

Bachelor s degree from an academic institution accredited by an institutional accrediting agency recognized by the United States Department of -Education and Two (2) years of work related experience.
