Personnel/Operations Specialist
Position:
Personnel/Operations SpecialistLocation:
Psychological Health Center of Excellence (PHCoE)
Work Environment:
Hybrid / Telework Eligible (Routine and situational telework is authorized. Facility space restrictions may necessitate part-time or full-time telework.)
Clearance Required:
TIER 2: Non-critical sensitive position (Must be able to obtain and maintain)

Full-TimeSalary Range:
$60,000 - $75,000Knowesis is seeking a Personnel/Operations Specialist to support the human resources and personnel readiness functions of the PHCoE. This role tracks staffing metrics, supports onboarding, and ensures the center maintains accurate accountability of its workforce.

The Job Duties and Responsibilities include but are not limited to the following:
  • Provide human resources support, including personnel action documentation development and tracking of personnel actions.
  • Generate and maintain the staff directory, daily accountability reports, workforce composition spreadsheets, and organizational charts.
  • Support government technical leads in tracking personnel readiness and mandatory training compliance.
  • Provide general administrative assistance support to the PHCoE branches as required.
Required Qualifications:
  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • At least 3 to 5 years of Department of Defense (DoD) human resources operations experience.
Preferred Qualifications:
  • Experience with DoD/DHA onboarding processes and systems.
  • Strong organizational skills and advanced proficiency with MS Excel.
