ØMaster's Degree in Planning, Physical Science, Geography, Natural Science, Environmental Studies, Environmental Science, Landscape, Architecture, Natural Resources Management, Engineering, Public Administration or a related field and four (4) years of professional planning experience. Or ØBachelor's Degree in Planning, Physical Science, Geography, Natural Science, Environmental Studies, Environmental Science, Landscape, Architecture, Natural Resources Management, Engineering, Public Administration or a related field and six (6) years of professional planning experience. Or ØEight (8)) years of progressively responsible work experience in land use planning, zoning, subdivisions, stormwater, and/or floodplains. ØThree (3) years of progressively responsible supervisory experience preferred.
Certifications:
ØValid Driver's License issued by the State of Montana or the ability to obtain one within thirty (30) days of hire date. ØCertified Floodplain Manager ØCertification as a Stormwater Pollution Prevention Plan (SWPPP) Administrator or Reviewer
JOB SUMMARY A
Senior Planner for the Cascade County Planning and Geographic Information System (GIS) Department (Planning) oversees both current development review and long-range comprehensive planning review, manages regulation implementation and enforcement, assists in the supervision of professional planners (Planners) and Planning administrative staff, advises Elected Officials on land use policies, regulations and projects. A Senior Planner performs routine and complex administrative, technical, and professional work in land use planning programs for the County related to the development, implementation and enforcement of land use regulations applying to floodplains, zoning projects, subdivisions, junk vehicle retrieval, community decay, litter, and related plans and policies and process permit processes and applications involving department activities. A Senior Planner is further responsible for the administration of the County's Superfund Site(s) and the Floodplain Program. Attention to detail and excellent people skills are essential, as a Senior Planner interacts routinely with the public, other city, county, state agencies and other County offices and departments, to include the Cascade City-County Health Department (CCHD), Clerk and Recorders Office (CRO), Board of Cascade County Commissioners (BOCC), Public Works (PW), Cascade County Attorney's Office (CCAO), the Planning Board (PB), and the Zoning Board of Adjustment (ZBOA) regarding a variety of planning matters. This position will engage the public in extensive outreach education programs and act as a community liaison, as well as collaborate with other County offices and departments, other local jurisdictions and state and federal agencies to ensure project goals, reporting, and monitoring are carried forward in a timely, effective and professional manner. A Senior Planner performs other duties as assigned or required in support of Planning operational needs.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
Performs routine and complex administrative, technical, and professional work in planning programs for the County related to the development and implementation of land use, floodplain, zoning, subdivision, junk vehicle retrieval, community decay, litter, and related plans and policies; Researches, develops, designs, monitors and coordinates project priorities, timelines and deliverables; Coordinates with other regulatory agencies to manage environmental issues and ensure compliance with the US Environmental Protection Agency (EPA), Montana Department of Environmental Quality (DEQ), the Comprehensive Environmental Response Compensation and Liability Act (CERCLA), National PollutantDischarge Elimination System (NPDES) program, the Department of Homeland Security Federal EmergencyManagement Agency (FEMA), the Montana Department of Natural Resources and Conservation (DNRC), and any other federal, state, and local agencies; Manages EPA Cooperative Agreement grants on behalf of the County including submission of application materials, submitting required reports in a timely manner, processing payments for County Consultant, and ensuring all legal requirements of the Cooperative Agreement are met; Ensures Planning and County regulations are up to date and are in compliance with applicable local, state or federal regulations; Interprets, explains, applies, and ensures compliance with provisions of County ordinances and policies pertaining to stormwater, water quality protection, and natural and beneficial functions of floodplains; Acts as a liaison with private project consultants, industrial representatives, developers, public and private stakeholders, and members of the public to coordinate work activities, review status of work, exchange information, resolve problems, and respond to requests; Presents information to internal and external stakeholders, including the general public, other interested parties, government officials, contractors, and county employees. Prepares reports, records, and other documents for various water quality and superfund requirements; Creates and maintains standard operating policies to carry out the stormwater program, and coordinates with other County offices and departments to ensure these standard operating practices are implemented and followed according to those policies; Performs and coordinates studies, water quality sampling, stormwater infrastructure surveys, construction site inspections, workplace inspections, and investigate illicit discharge reports to ensure compliance with stormwater requirements, and other site inspections for general permitting and compliance; Makes recommendations and plans for potential capital improvement projects; Manages and coordinates environmental remediation projects and tasks; Participates in committee work for land and resource development, management, and stewardship when requested; Works towards land use redevelopment of the Superfund Site(s);Reports regularly to Planning Director and BOCC on progress of Cooperative Agreement or issues that arise; Coordinates County zoning processes with Potentially Responsible Parties (PRPs) for any development activity or changes in zoning to assist with PRP Managed Institutional Controls for Superfund Sites; Coordinates development in a superfund area with CCHD are onsite septic systems planned; Collaborates with CCHD to assist with implementation of a Blood Lead Testing Program, if required; Prepares educational materials related to the status of the Superfund Site or FAQ's related to Blood Lead; Testing in coordination with the CCHD, if required ; Coordinates with the PRPs and County GIS Coordinator to track remediation status of properties; In collaboration with the Planning Director, assists in reviewing new or revised County policies, procedures and regulations for Planning; Makes policy development recommendations to the Planning Director related to protocol and compliance issues with regard to internal new employee orientation, Planners and Planning administrative staff training, personnel management decisions, budget preparation, grant and contract tracking; Conducts special projects as assigned and directed by the Planning Director; Assists in the supervision, planning, coordination and direction of the work of Planners and Planning administrative staff; Assists in the assessment and evaluation of the work performance of Planners and Planning administrative staff, participates and makes recommendations with regard to Planners and Planning administrative staff, personnel discipline activities and corrective action and performance improvement activities, and provides support, guidance and training to Planners and Planning administrative staff; Attends regular monthly BETAG meetings and any superfund related meetings in the community or organized by EPA, DEQ, the PRP, or other stakeholder groups; Educates realtors, developers, or potential purchasers of property in Black Eagle of the site status and other information relevant to purchasing or building; Prepares grant applications and reporting related to water quality and environmental remediation including, but not limited to, processing reimbursement requests and periodic progress reporting as assigned; Maintains professional affiliations, participates in continuing education activities, attends meetings, conferences, workshops and training sessions as authorized and directed by the Planning Director; Identifies, analyzes and addresses problems and trends in a timely, efficient and equitable manner; Works collaboratively with management, co-workers, multiple agencies and organizations; Establishes and maintains professional and effective working relationships with the Planning Director, co-workers, other County offices/departments, employees, other agencies and the general public; Practices good public relations and display sound judgment and decision-making skills within established policies and procedures in stressful situations; Communicates professionally and effectively on the phone, in meetings, and during presentations; Maintains the confidentiality of confidential and sensitive documents and information; Reads, comprehends, plans, organizes and reviews the work to meet MCAs, County regulations and policies, departmental goals and community needs; Demonstrates punctuality and observes established work hours; Performs other duties as assigned or required.
Knowledge and understanding of:
National Pollutant Discharges Eliminations System (NPDES) and Montana Pollution Discharge Eliminations System (MPDES) program; Traditional Multiple Separate Storm Sewer Systems (MS4s);Storm Water Management Plans (SWMP) and the six minimum control measure; Stormwater Pollution and Prevention Plans (SWPPP), including but not limited to, best management practices and minimum control measures; Best Management Practices to reduce or eliminate soil erosion and pollution; Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) laws, programs, and processes; Local superfund sites; Mapping knowledge of GIS and the use of geographical positioning systems (GPS);National Flood Insurance Program, the Community Rating System, and floodplain management; Zoning, floodplain and subdivision laws and regulations; Planning programs and processes; General principles of land use planning and development Growth policies, including their formation, process of adaptation, and implementation; Customer service and public relations techniques; Supervisory techniques, methods and practices; Mathematical, statistical, and engineering computations. English usage, spelling, grammar and punctuation; Current safety practices and inspection and inspection methods and practices; County and Department policies, practices, standards and guidelines; Automated computer systems, computer use and data entry.
Skill to:
