Job Description Summary:

The Maintenance Planner and Scheduler is responsible for establishing, maintaining, executing, and improving all elements of a planning and scheduling process in pursuit of safe, efficient, and effective maintenance practices for the purpose of achieving desired levels of service at acceptable levels of risk for the assigned division(s). The overriding purpose of this position is increasing plant reliability, cost effectiveness and reducing the risk of operational failure. Job Responsibilities Works collaboratively with Maintenance Tradesmen, Plant Operators, Plant Supervisors, and Asset Risk Managers to define and guide work programs aimed at cost-effectively reducing asset failure risk and increasing plant reliability. Takes direction from Asset Risk Managers on ensuring that planned work advances asset management objectives. Prioritizes preventive and corrective work backlog based on process criticality, equipment redundancy, and ability to reduce asset failure risk. Conducts field inspections and determines appropriate job scopes. Develops work plans for maintenance jobs with necessary and specific information to allow quality scheduling, assignment, and execution of maintenance work. Coordinates with warehouse personnel to ensure parts are available for work plans. Maintains and monitors weekly schedule of maintenance work. Performs purchasing duties as required in advance of upcoming work to ensure materials will be available when needed. Reorders all materials that were pulled from Warehouse inventory and captured on work orders. Verifies all material, information, equipment, tools, and labor are available prior to scheduling. Stage materials and special tools as required. Ensures all outside contract services are secured to include line locates, paving, traffic plans, permits and paving restoration. Participates in and guide work order quality control processes. Provides direction to staff in correctly coding work orders, adding time equipment, materials and any outside vendor service to the work order to capture cost. Participates in planning for plant or pipeline shutdowns and provide support during emergency shutdowns. Coordinates planned maintenance needs with operational functions to minimize downtime. Coordinate the work of contractors, vendors, Engineering, and Central Maintenance with staff-completed jobs to ensure that priority work is completed as planned and documented appropriately. Leads in using and enforcing the usage of the NTMWD enterprise asset management system and other computer applications to control and support maintenance work. Collects and analyzes asset and work-related data to improve maintenance and operation practices. Recommends changes and improvements to maintenance practices. Provides technical assistance as required for maintenance personnel. Remains current on safety guidelines as required by State statutes and as prescribed by the NTMWD. Works collaboratively with Information Systems staff and Dispatchers to create, use, and maintain plant history and other technical files to include information in current job plans to anticipate and avoid job delays and increase efficiencies. Participates in multi-disciplinary project work that is consistent with mission, vision and values of NTMWD. Remains current on industry standards and trends which may impact or improve the operations of NTMWD. Must observe all safety rules and regulations at all times including on job sites. Carries out other duties as requested commensurate with skills, competence, and training.

Job Requirements Education & Experience:

Possess ten (10) years of experience in water/wastewater treatment maintenance or a suitable combination of directly relevant education and experience, as determined by NTMWD. Preference is to obtain certification as Certified Maintenance & Reliability Professional (CMRP) from the Society of Maintenance and Reliability Professionals within three (3) years of hire. Possess a high school diploma or GED (an associate degree or trade certification is preferred). Maintain a valid Texas Driver's License.

Knowledge, Skills & Abilities:

Must possess and maintain an in-depth knowledge of methods, materials, tools, and equipment used in the maintenance of modern water and wastewater treatment and conveyance infrastructure. Must communicate concisely and effectively, both written and verbally, with supervisors, peers, and subordinates. Must maintain effective working relationships with all NTMWD personnel including maintenance tradesmen, plant supervisors, operators, vendors, contractors, peers, and superiors. Ability to professionally and effectively communicate improvement opportunities to all levels of District staff both verbally and in writing. Knowledge of large pipelines and industrial equipment such as pumps and motors, belt presses, and blowers and their associated components such as bearings and actuators. Knowledge of safety hazards and appropriate precautions applicable to work assignments. Ability to apply technical knowledge to determine equipment problems and appropriate solutions in developing job plans in a timely manner. Ability to perform basic mathematical computations involved in estimating and purchasing. Maintain commensurate computer skills with all hardware and software relevant to the role. Ability to read, interpret, and apply information from files, drawings, catalogs, reports, and manuals. Must have the ability to read, interpret, and apply information operation and maintenance manuals, files, blueprints, catalogs, and reports. Environmental and Physical Working Conditions Driving a District vehicle for business will be required. Employees required to drive as part of their job duties are responsible for maintaining a current, valid, and vehicle - appropriate driver' s license of their resident state. The duties and responsibilities are generally performed in a water/wastewater treatment environment. The position involves sitting (up to 6 hours per day), frequent standing, frequent walking, light to heavy lifting (up to 75 lbs.), light carrying, frequent bending and reaching, keyboarding, and telephone operation. It often requires an irregular work schedule and overtime hours. Specific physical conditions require frequent work with chemicals, tools, machinery, moving mechanical parts, etc. The duties and responsibilities are performed both indoors and outdoors. Moderate to heavy exposure to dirt, dust, pollen, odors, wetness, humidity, biological hazards, rain, temperature and noise extremes, hazardous materials and chemicals, machinery, moving mechanical parts, vibrations, electric currents, traffic hazards, and water hazards are common. Performs and reviews work at locations that involve hazardous environments requiring the physical ability to wear and work using personal protective equipment (PPE) that conforms to OSHA regulations and some physical discomfort due to temperature, dust, odors, chemicals and noise. The position may require work in confined spaces, on ladders and rooftops, and in adverse weather conditions with appropriate training. The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Performs functions requiring manual dexterity and precision movements, continuous or repetitive arm and hand movements, grasping movements, and occasional forceful exertion. Perceive/discriminate colors or shades of colors, sounds, odor, depth and visual cues or signals. Possess visual and muscular dexterity to operate a motor vehicle (including while towing portable equipment), equipment, hand tools and a computer.
