POSITION SUMMARY

Under the general direction of the Road Department Supervisor, the Highway Operations Specialist performs skilled and semi-skilled work associated with the construction, maintenance, repair, operation, and preservation of Juab County roads, highways, bridges, drainage systems, rights-of-way, and related public infrastructure. The Highway Operations Specialist operates a variety of heavy equipment, trucks, and specialized machinery; performs roadway maintenance and repair; assists with snow and ice removal; maintains drainage systems, shoulders, culverts, signs, and rights-of-way; responds to roadway emergencies; and performs other duties necessary to maintain safe and functional County transportation infrastructure. This position requires the ability to work independently, safely operate heavy equipment, respond to changing weather and road conditions, and perform physically demanding work in outdoor environments.

ESSENTIAL FUNCTIONS

Roadway Maintenance and Repair Maintain, repair, and preserve County roads, streets, shoulders, and rights-of-way. Perform pothole repair, patching, grading, leveling, resurfacing, and other roadway maintenance activities. Operate motor graders to establish and maintain proper road grades, crowns, slopes, and drainage. Maintain gravel and unpaved roads through grading, watering, compaction, and material placement. Assist with asphalt, chip seal, seal coat, road base, aggregate, and other roadway projects. Repair and maintain road shoulders, approaches, turnouts, and roadside areas. Identify roadway deficiencies and report maintenance needs to supervisors. Assist with road construction and reconstruction projects. Install, repair, and maintain roadway signs, delineators, barricades, and traffic-control devices. Heavy Equipment Operation Operate and safely use a variety of heavy equipment and vehicles, which may include: Motor graders Front-end loaders Backhoes Excavators Skid steers Rollers and compactors Water trucks Dump trucks Snowplows and sanding equipment Tractor-mounted equipment Mowers and brush-cutting equipment Other specialized road maintenance equipment Perform routine inspections, basic maintenance, lubrication, cleaning, and minor adjustments of assigned equipment. Immediately report equipment defects, safety concerns, and mechanical problems. Snow and Ice Removal Participate in winter road maintenance and emergency snow removal operations. Operate snowplows, loaders, graders, sanding equipment, and other winter maintenance equipment. Apply sand, gravel, salt, or other approved materials to roadways as directed. Monitor road and weather conditions and respond to changing conditions. Work extended, irregular, overnight, weekend, and holiday hours when necessary during severe weather events. Assist with clearing snow and ice from County facilities, roads, intersections, bridges, and other priority areas. Respond to emergency roadway conditions resulting from snow, ice, flooding, wind, debris, or other hazards. Drainage, Culverts, and Right-of-Way Maintenance Install, repair, clean, and maintain culverts, ditches, drainage channels, and stormwater infrastructure. Remove debris, vegetation, sediment, and other obstructions from drainage systems. Maintain roadside ditches and drainage areas to prevent flooding and roadway damage. Maintain County rights-of-way through mowing, vegetation removal, trimming, grading, and debris removal. Assist with erosion control and repair of damaged roadway slopes and shoulders. Remove fallen trees, rocks, debris, and other obstructions from roadways and rights-of-way. Emergency and Incident Response Respond to roadway emergencies and hazardous conditions. Assist with traffic control during accidents, flooding, fires, road closures, construction, and other incidents. Work cooperatively with law enforcement, fire departments, EMS, emergency management, and other agencies. Assist with emergency repairs to roads, drainage systems, bridges, and other County infrastructure. Remain available for emergency call-outs when assigned or required. Equipment and Vehicle Maintenance Conduct pre-operation and post-operation inspections of assigned equipment. Maintain equipment in a clean, safe, and operational condition. Perform routine lubrication, fueling, fluid checks, and basic preventative maintenance. Maintain accurate equipment and maintenance records as required. Report mechanical problems and maintenance needs promptly. Operate equipment in accordance with manufacturer specifications and County policies. Safety and Compliance Follow all County safety policies, procedures, and applicable federal and state regulations. Properly use personal protective equipment. Follow traffic-control and work-zone safety requirements. Maintain situational awareness when working around moving vehicles, heavy equipment, traffic, utilities, and members of the public. Immediately report accidents, injuries, unsafe conditions, and property damage. Participate in required safety training and certifications. Maintain required licenses and certifications.

ADDITIONAL DUTIES

Assist other Public Works divisions and County departments as needed. Assist with special projects, community events, and emergency operations. Load, unload, transport, and place construction materials. Perform manual labor including shoveling, raking, digging, lifting, and moving materials. Assist with maintenance of County buildings, yards, shops, and facilities when assigned. Maintain work areas in a clean and orderly condition. Complete work orders, daily activity reports, inspection forms, and other documentation. Communicate effectively with supervisors, coworkers, contractors, other agencies, and members of the public. Perform other related duties as assigned.

MINIMUM QUALIFICATIONS

Education and Experience High school diploma or equivalent preferred. Previous experience in road maintenance, construction, heavy equipment operation, public works, agriculture, utilities, or a related field is preferred. Equivalent combinations of education, training, and experience may be considered. Licenses and Certifications Must possess or be able to obtain a valid Utah Driver License. A valid Commercial Driver License (CDL) appropriate for assigned equipment is preferred and may be required within a specified period of employment . Must maintain an acceptable driving record. Additional certifications may be required depending upon assigned duties and equipment.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

Road construction and maintenance practices. Safe operation of heavy equipment and commercial vehicles. Basic principles of roadway grading, drainage, and maintenance. Proper use of road construction materials. Snow and ice removal practices. Traffic-control and work-zone safety. Basic equipment maintenance and mechanical principles. Occupational safety practices. County roads, facilities, and geographic areas, or the ability to learn them.

Ability to:

Safely operate heavy equipment for extended periods. Read and understand basic maps, work orders, manuals, and instructions. Perform basic mathematical calculations related to measurements, materials, grades, and quantities. Recognize unsafe roadway and equipment conditions. Work independently with limited supervision. Follow written and verbal instructions. Make sound decisions in changing weather, roadway, and emergency conditions. Work effectively as part of a team. Communicate professionally with coworkers, supervisors, contractors, public officials, and members of the public. Maintain accurate records. Learn new equipment, technology, and procedures. Work safely around traffic and heavy equipment. Respond effectively to emergencies and unexpected situations.

PHYSICAL REQUIREMENTS

The physical demands described below are representative of those that must be met to successfully perform the essential functions of the position. The employee may be required to: Frequently stand, walk, bend, stoop, kneel, crouch, climb, reach, and sit. Operate heavy equipment and vehicles for extended periods. Lift, carry, push, and pull equipment, tools, materials, and supplies. Routinely lift objects weighing up to approximately 50 pounds and occasionally handle heavier objects with assistance or mechanical equipment. Work on uneven, steep, muddy, rocky, or otherwise difficult terrain. Enter and exit heavy equipment and vehicles repeatedly. Work around traffic, construction equipment, machinery, dust, noise, fumes, and other environmental conditions. Work outdoors in extreme heat, cold, wind, rain, snow, and other weather conditions. Maintain sufficient physical ability, coordination, vision, hearing, and reaction time to safely operate assigned vehicles and equipment.

WORK ENVIRONMENT

Work is performed primarily outdoors and may involve exposure to: Extreme temperatures Snow, ice, rain, wind, and severe weather Dust, dirt, mud, and debris Heavy equipment and moving machinery Roadway traffic Construction materials Loud noise and vibration Fuels, lubricants, and other common roadway maintenance substances Uneven and hazardous terrain The employee may be required to work outside normal business hours, including early mornings, evenings, nights, weekends, holidays, and extended shifts during snowstorms, flooding, road closures, accidents, or other emergencies.
