Associate Superintendent of Operations Full-time Permanent Position (Exempt)
Salary Range:
$6,999-12,477/month Stafford Creek Co rrections Center Aberdeen, WA The Department of Corrections is seeking a highly motivated and qualified individuals for the position of Associate Superintendent of Operations at the Stafford Creek Corrections Center in Aberdeen, Washington. Stafford Creek Corrections Center is a 1,936-bed multi-custody facility located five miles west of Aberdeen, on the southern Washington Coast. There are seven living units for medium and minimum long-term custody Incarcerated Individuals and a restrictive housing unit for maximum-custody Incarcerated Individuals. SCCC was Washington State's first tobacco-free facility for both staff and Incarcerated Individuals. Primary Responsibilities The Associate Superintendent manages and directs all of the daily on-site and off-site operations ensuring business is conducted consistent with established safety and security procedures. Requiring sound Correctional knowledge, skills, and abilities of advanced level management work, the Associate Superintendent's scope of authority and impact encompasses the entire facility with significant impact both within and outside state government. This position serves as a key member of the Superintendent's Executive Management team and serves as Superintendent designee during the Appointing Authority's absence. Incumbent's focus will be on strategic long-range planning and integration of work with consideration of tactical actions/plans necessary to implement local and department decisions. Develops biennial budget decision packages while managing and controlling large portions of allotted facility budget. Develop, implement, and monitor policies, local operational memorandums, and procedures that provide operational and security direction for staff and incarcerated individuals. Ensure compliance with the department's directives, mission, commitment, vision, and values. At the direction of the Superintendent, the Associate Superintendent will be responsible for any combination of the following areas; a variety of direct incarcerated individual services, including coordination of physical plant maintenance and construction, incarcerated work/training and activity programs, volunteer programs, religious programs, food services, records, classification, incarcerated individual management, operation of the general population, segregation and intensive management units, emergency response coordination, security and safety operations of the institution, coordinating the delivery of support services, Special Teams, facilitating the operation of Correctional Industries, staff training, and safety programs. Responsible for establishing, maintaining, and enhancing relationships and partnerships within the community, including local/city/state agencies, law enforcement, Senators and State Representatives, and other influencing stakeholders and organizations. Decisions made by this position involve daily routine operations of the facility and decisions made in emergent situations which could have a significant legal, fiscal, and/or liability impact on the entire department and State.
  • Act as the Superintendent's designee during Appointing Authority absences
  • Plan, lead, and control the daily work performed by the organization
  • Administer, monitor, and oversee operations, safety, security, and emergency response activities in a correctional facility
  • Ensure clean and safe facility operations
  • Support effective communications throughout the organization
  • Provide and manage 2-way communication between all levels and incarcerated
  • Balance the facility mission and objectives within budgeted resources
  • Maintain the highest standards of personal, professional, and ethical conduct and support the state's goal for a diverse workforce
  • Provide a working environment free from discrimination and harassment that promotes diversity
  • Develop operational goals and working objectives and ensure those objectives are reached
  • Strengthen public confidence in the integrity of facility staff by demonstrating and setting the tone for the highest standard of personal and professional integrity, fairness, honesty, and compliance with both the spirit and letter of the law
  • Promote an environment of public trust free from fraud, abuse of authority, and misuse of public property
  • Respect and protect privileged information accessible though the course of official duties
  • Ensure that no incarcerated or group of incarcerated is given control or authority over others, with the exception of active sanctions within the context of a Therapeutic Community
  • Develop and direct implementation plans to respond to sudden shifts in custody and security requirements that require significant changes in policies, procedures, and staff training
  • Monitor application of federal and state laws, administration of rules, regulations, and orders of other agencies with jurisdiction
  • Maintain a thorough knowledge of the Collective Bargaining Agreement (CBA) and ensure policies and procedures comply with the CBA
  • Develop the Emergency Response Plan and manage staff training and drills to ensure institutional readiness to respond to a wide variety of emergencies
  • Facilitate and encourage public information and education activities by conducting tours, speaking to community groups, and by providing written information concerning operations
  • Encouraging community agencies that the facility has contact with to participate in policy development, coordinated planning, and interagency consultation Duty Officer
  • Serves in the capacity and makes decisions for incidents that occur at the facility level on a rotational basis.
  • Determines how in an emergency, incident, or significant event the facility's operations are managed.
  • Authorizes activities and provides direction to all facilities and community correction offices outside of normal business hours.
  • Opens and assumes command of the facility Emergency Operations Center (EOC) in the event of a major emergency or disaster.
  • Serves as an Incident Commander during emergencies with the responsibilities to manage the facilities response and recovery from critical incidents and significant events.
  • Determines allocation of resources and personnel management of the incident based on emergency protocols and coordinates activities with the facilities/offices and other federal, state, and local agencies while communicating though Headquarters Duty Office and EOC.
Accountability - Scope of Control and Influence Errors made within the scope of authority and responsibility can potentially impact the ability to house individuals safely and maintain a safe and secure environment for staff, visitors, and the surrounding community. Potential effects of management error at this level include creating budget deficits, affecting the ability to maintain and appropriate a safe physical plant thus increasing the risk of safety related harm to staff and incarcerated, creating conditions that increase the causal factors that contribute to conditions that increase the likelihood of incarcerated generated disturbances creating risk to life, safety, facility security and community safety, increased litigation that can impact finances and damage trust among internal and external stakeholders. Typical decisions include policy and protocol interpretation and implementation. Decision Making and Policy Impact This position clarifies and interprets department policy and provides feedback to the policy author and DOC leadership regarding operational impacts, as well as providing implementation strategies and tactics to positively implement the policy.
  • Make recommendations for employee hiring, separations, promotions, and disciplinary actions.
  • Prioritize and approve budget expenditures within their authority.
  • Manage training requests with fiscal impact.
  • Develop and monitor inter and intra-agency contract agreements .
  • Manage policy development, maintenance and implementation.
  • Monitor legislative actions requiring agency implementation.
  • Prioritize the work of the facility including projects initiated by or assigned to members of the areas under responsibility.
  • Implement and manage items specified in statute, Executive Order, or Governor's directive.
  • Develop long term strategic planning balanced with tactical actions/planning.
  • Navigate labor relation issues to include grievance resolution, Labor Management Communication Committee (LMCC).
  • Problem-solve issues with major impact on the financial resources of the facility.
  • Report and address high profile issues.
  • Complete actions requiring appointing authority approval as delegated.
  • Development of subordinate staff performance development plan, and mentoring staff on career goals.

  • Ensures agency strategic priorities are reflected in the allocation of resources.
This position requires budget analysis and understanding. This position establishes and follows policy to implement and sustain best practices in correctional operations.

  • Management of high-profile issues Financial Dimensions Operating Budget Controlled Shares in the responsibility for planning and development of the facility annual and biannual budget; facility budgets may range from 6 million to 89 million plus, depending upon location and services.
This position is responsible for managing overtime and other budget line-item expenditures within local discretionary limits and has authority to make large individual equipment and supply purchases at the limit established by the appointing authority.

  • Budget management knowledge, skills, and abilities Required Qualifications
  • High School Diploma or GED Equivalent, AND ten (10) years of corrections work experience which includes seven (7) years of management experience. OR
  • Satisfactory completion of two (2) years of college (60 semester or 90 quarter credits) from a college or university whose accreditation is recognized by the Counsel for Higher Education (CHEA) or the US Department of Education or foreign equivalent, AND eight (8) years of corrections experience which includes five (5) years of management experience. OR
  • Bachelor's Degree from a college or university whose accreditation is recognized by the Counsel for Higher Education (CHEA) or the US Department of Education or foreign equivalent, AND six (6) years of corrections work experience with three (3) years of management experience.
Management experience is broad based, progressive managerial or administrative (operational) experience (managerial and/or operational experience level is defined as the CPM/Captain, CUS/LT, or equivalent level) which includes supervisory experience in a multi-level custody, adult correctional environment, and experience in at least five of the following areas: Emergency Management (ICS) and contingency planning, prison programs, sustainability, evidence based programs, correctional practice, theory and law, budget administration and development, offender classification, labor relations, public relation methods and application, and/or training and staff development, experience working with unions.
  • Effective Project Management skills and Quality Improvement Analysis

  • Working Knowledge of policies, procedures, CBA, WAC, and RCW.
  • Ability to be calm and thoughtful in emergent situations. Preferred Qualifications
  • One year experience in Unit Team Management (the Unit Team is a multi-disciplinary group of staff and manages the security, classification, and programs of all incarcerated assigned to an incarcerate living uni.
The Unit Team is typically composed of a CUS, correctional Sergeant, Classification Counselor, support staff, and Correctional Officers. Through the effective use of the unit team providing for a safe and effective unit operation.
  • Working knowledge of LEAN practices and how to apply them in a large-scale organization to improve business practices
  • Experience in budget administration and development
  • Experience working with minimum security camp to include off site work crews
  • Professional experience in working with mentally ill offenders and operation of Restricted Housing Unit.
  • Two plus years providing managerial oversight of a department Special Team(s).
