The ideal candidate is an experienced Agile delivery leader with a demonstrated ability to manage concurrent application delivery efforts within a complex, multi-system environment. This individual will champion Agile practices, lead cross-functional coordination, remove delivery impediments, and provide delivery oversight across an assigned portfolio of BAS systems. Essential Duties and Responsibilities Champion Agile methodologies across assigned BAS systems, ensuring the consistent application of sprint planning, backlog management, retrospectives, and release cadence. Remove impediments for development and operations teams, escalating to the Program Manager when resolution requires contract-level intervention. Coordinate release schedules across assigned systems, manage dependencies, and minimize delivery conflicts. Manage non-key Technical Leads and Operations Leads for individual systems within the assigned portfolio subset. Ensure cross-functional collaboration among development, testing, security, and operations teams for all active work assignments. Maintain a current, prioritized backlog for all assigned systems; review the backlog with the Program Manager at least monthly and update it weekly. Monitor and report delivery performance, resource utilization, and risks for assigned systems as part of the monthly status-reporting cycle. Support onboarding of new applications into the assigned portfolio subset, ensuring rapid, stable integration without degrading existing service levels. Work Experience and Job Skills Minimum of 7 years of experience in IT project management, product management, or a closely related discipline. Minimum of 4 years of direct experience managing Agile software development teams in a multi-system portfolio environment. Demonstrated experience managing cross-functional teams supporting concurrent application delivery efforts. Experience coordinating Agile ceremonies, release planning, dependency management, risk management, and delivery reporting. Experience managing technical and operational leads and aligning resources across multiple systems or workstreams. Experience supporting federal IT programs is preferred. Education Bachelor's degree is required. Preferred fields of study include Computer Science, Information Technology, Information Systems, Operations Management, or a related field. MBA or Master's degree in a relevant field of study is preferred. Certificates, Licenses and Registrations Agile, Scrum, project management, or product management certification is preferred (for example, PMP, PMI-ACP, CSM, PSM, SAFe, or equivalent). Communication Skills Excellent verbal and written communication skills, with the ability to present delivery status, risks, priorities, and performance data to technical teams, program leadership, and client stakeholders. Ability to facilitate cross-functional discussions, resolve conflicts, and communicate clearly in a highly confidential environment. Ability to write clear, concise, and accurate reports, status updates, and other program documentation. Clearance Requirements Ability to obtain and maintain a Public Trust clearance is required. Travel Travel may be required based on client and program needs. Environmental Requirements Mainly a routine office environment. May be required to lift up to ten (10) pounds.
