Job Description Position Responsibilities Oversee all on-campus and off-campus parking operations, ensuring safe, efficient, and customer-focused services. Supervises daily parking activities including self-parking, valet operations, employee parking, visitor parking, physician parking, special event parking, and designated parking programs. Develop and implement operational plans that maximize parking capacity and utilization while minimizing congestion and customer inconvenience. Monitors parking occupancy trends and utilization rates to improve parking asset management. Conducts regular inspections of parking garages, surface lots, entrances, exits, lighting systems, signage, and traffic control devices. Ensures parking facilities remain safe, clean, accessible, and compliant with ADA requirements and Medical Center standards. Evaluate operational workflows and implement process improvements to enhance efficiency and customer satisfaction. Investigates parking-related incidents, complaints, accidents, and operational disruptions. Coordinates parking accommodations during special events, construction projects, emergency situations, and high-volume patient activity periods. Oversee all transportation and shuttle operations supporting patients, visitors, employees, physicians, and Medical Center affiliates. Coordinates employee shuttle programs, patient transportation initiatives, and contracted transportation services. Ensures transportation services operate safely, efficiently, and in accordance with established service standards. Monitors transportation schedules, route performance, wait times, and service delivery metrics. Develop operational improvements that enhance transportation accessibility and reduce delays. Conducts transportation needs assessments and recommends service modifications based on organizational demand. Collaborates with clinical departments to support transportation services for patients with special needs and mobility limitations. Oversees transportation continuity plans during emergencies, severe weather events, and operational disruptions. Provides direct operational oversight of valet parking programs and contracted valet vendors. Ensures valet operations reflect Mount Sinai Medical Center's commitment to hospitality, professionalism, and exceptional customer service. Monitors valet staffing, service delivery, vehicle retrieval times, customer satisfaction, and operational performance. Conducts regular audits of valet operations to ensure compliance with contractual obligations and organizational standards. Reviews and investigates vehicle incidents, service failures, customer complaints, and operational concerns. Develops service improvement strategies to enhance efficiency, reduce wait times, and improve customer experience. Ensures valet personnel maintain professional appearance, conduct, and customer service expectations. Serves as the primary operational administrator and technical subject matter expert for all Parking Access and Revenue Control Systems (PARCS). Maintains advanced knowledge of parking technologies including SKIDATA, Fast Lane, License Plate Recognition (LPR) systems, automated gates, pay stations, ticket dispensers, validation systems, loop detectors, and access control technologies. Oversees system functionality, configuration, troubleshooting, preventative maintenance, and operational performance. Coordinates software upgrades, database management, network connectivity, cybersecurity compliance, and technology enhancements with Information Technology and vendor partners. Monitors system performance metrics and ensures maximum operational uptime. Investigates system failures and develops corrective action plans. Maintains revenue integrity and ensures accurate operation of automated parking systems. Provides direct oversight and contract management of third-party vendors providing valet services, shuttle operations, transportation programs, and parking support services. Establishes, monitors, and evaluates vendor performance against contractual obligations, service level agreements (SLAs), and key performance indicators (KPIs). Conducts operational audits to ensure compliance with contractual requirements, safety standards, staffing expectations, and customer service goals. Reviews vendor staffing levels, insurance requirements, certifications, vehicle maintenance records, and compliance documentation. Facilitates routine vendor performance meetings and develops corrective action plans when necessary. Ensures contracted partners align with Mount Sinai Medical Center's mission, values, and service excellence standards. Supervises transportation personnel, parking staff, valet coordinators, and assigned Public Safety personnel. Assigns staff to designated routes, facilities, operational zones, and special assignments. Plans, directs, coordinates, and evaluates workloads to ensure operational effectiveness. Conducts employee performance evaluations and performance improvement discussions. Participates in employee recruitment, interviewing, hiring, onboarding, and retention efforts. Provides ongoing coaching, mentoring, and professional development opportunities. Ensure staff maintain required certifications, competencies, and training requirements. Reviews and approves employee time records, attendance documentation, and payroll submissions. Promotes employee engagement, accountability, teamwork, and professional growth. Prepare revenue and expense reports for parking and transportation operations. Monitors operational expenditures and financial performance. Reviews and approves purchases, contracts, and departmental expenditures. Conducts audits of parking revenue collection systems and operational controls. Identifies opportunities to improve operational efficiencies, maximize revenue capture, and reduce costs. Promotes a culture of exceptional customer service throughout all parking and transportation operations. Ensures all interactions with patients, visitors, physicians, employees, and guests are conducted with professionalism, empathy, compassion, and respect. Recognizes that parking and transportation services are often the first and last interaction individuals have with Mount Sinai Medical Center and ensures every experience supports a positive patient journey. Responds to and resolves escalated customer concerns, complaints, and service recovery situations. Develops customer service standards, training programs, and performance expectations for staff and contracted vendors. Implement initiatives that reduce patient and visitor stress while improving accessibility and convenience. Coaches' employees and vendors on effective communication, hospitality principles, and service excellence. Utilizes Six-Sigma methodologies and DMAIC principles to improve operational performance. Conducts workflow analyses to identify inefficiencies and operational bottlenecks. Develops and implements process improvement initiatives to reduce shuttle wait times, improve valet retrieval performance, optimize parking utilization, and enhance customer satisfaction. Establishes performance metrics and dashboards to measure operational success. Uses data-driven decision-making to improve efficiency, reduce waste, and support strategic planning. Leads continuous improvement initiatives that support organizational goals and operational excellence. Supports Medical Center emergency management and business continuity initiatives. Coordinates parking and transportation resources during emergencies, disasters, evacuations, and special events. Participates in emergency preparedness drills, exercises, and after-action reviews. Conducts safety inspections and operational risk assessments. Investigates accidents, injuries, vehicle incidents, and transportation-related complaints. Ensures compliance with CMS, OSHA, ADA, Joint Commission, state, federal, and local regulatory requirements. Maintains documentation required for audits, inspections, legal proceedings, and regulatory reviews. Serves as the primary liaison between Public Safety, Facilities Management, Clinical Operations, Patient Experience, Risk Management, Finance, Human Resources, and external transportation partners. Represents Mount Sinai Medical Center at meetings with transportation vendors, municipal agencies, healthcare partners, and professional organizations. Collaborates with internal stakeholders to develop solutions that improve access, transportation efficiency, and customer experience. Assists leadership with operational reporting, presentations, and strategic planning initiatives. Qualifications License/Registration/Certification Valid Florida Driver's License with acceptable driving record required. Six-Sigma Green Belt, Yellow Belt, Certified Parking Professional (CPP), IAHSS Certification, or related professional certification preferred. CPR/AED Certification preferred. Education Associate's degree required. Experience 4 years of experience in parking operations, transportation management, healthcare operations, municipal parking systems, public safety operations, logistics, or related field. 2 years of supervisory or leadership experience required. Experience managing contracted vendors and transportation service providers required. Experience administering Parking Access and Revenue Control Systems (PARCS) preferred.
