Job Description

Cambio Consulting Group LLC is seeking to hire a full-time Vehicle Fleet Manager with law enforcement fleet experience to support the U.S. Department of Commerce. The Division of support is focused on export and antiboycott enforcement. Its special agents investigate export violations, interdict illegal shipments, conduct end-use checks, and pursue criminal and administrative enforcement against those who divert U.S. technology to adversaries. This position owns the technical surveillance and Law Enforcement Radio program at the enterprise level: the equipment, the standards, the budget, the audits, and the people. This is a build role that will shape how a growing federal law enforcement program operates. This position runs the entire vehicle fleet and owns the annual planning, acquisition, and disposal cycle across the agency field offices, executes that cycle directly for the Washington, D.C. area, keeps the inventory accurate, forecasts and reconciles the budget, manages maintenance and recalls, chairs the accident process, and writes the policy the field operates under. The work reaches senior agency executives, and the recommendations this position makes become how the agency handles its vehicles. This position is 100% onsite at a designated federal facility in the Manassas, Virginia area, Monday through Friday. Occasional travel may be authorized in support of the mission.
Work Areas/Tasks:
Oversee the annual cycle for fleet planning, acquisitions, and disposals for the agency field offices, and execute the annual cycle directly for all fleet vehicles in the Washington, D.C. area. Plan and approve which vehicles and accessories are authorized in each cycle. Draft, review, and approve upgrades and specifications. Coordinate with the General Services Administration and the Department of Commerce, and update information in agency and Department of Commerce systems. Maintain the overall fleet inventory, including information on General Services Administration and state license plates, vehicle operators, and local field office fleet managers. Provide updates to Department of Commerce fleet managers, and coordinate with budget offices to produce vehicle budget forecasts and account for expenses. Manage maintenance across the agency fleet, including a monthly review and coordination of preventative maintenance records and recall notices, and tracking of maintenance and repairs fleet-wide. Implement an Emergency Risk Management Plan and provide guidance to agency personnel when a fleet vehicle is involved in an accident. Participate in and manage the Accident Review Board as specified in internal policy. Maintain documentation related to all vehicle accidents and produce the required annual report. Provide input to senior-level agency executives on fleet management practices and proposed changes to agency fleet management policies. Educate field offices and agency personnel on fleet management best practices, how to seek maintenance and repairs, and personal liability while driving a government owned vehicle or a rental car for official government business. Review all agency incurred fleet expenses monthly. Coordinate with field offices to document justification for all appropriate expenses, seek credit from the General Services Administration for disputed expenses, and refer all inappropriate charges to the Office of Inspector General. Evaluate existing fleet management practices and draft policies that address deficiencies or accommodate new General Services Administration policy. Draft the bi-annual Home to Work Authorization memo for signature, and produce any fleet reports required by the Department of Commerce, BIS, or the General Services Administration. Maintain the OEE spare fleet at a mission ready level.
Requirements:
Minimum of five (5) years of experience working with a law enforcement fleet program at the local, state, or federal level. Knowledge and understanding of the General Services Administration fleet acquisitions cycle. Experience drafting fleet management policies and conducting appropriate fleet management training. Valid driver's license. U.S. citizenship (No VISAs).
Preferred Qualifications:
Federal agency fleet experience with GSA Fleet leased vehicles, including the annual replacement and disposal cycle, vehicle allocation methodology studies, and agency reporting to the Federal Automotive Statistical Tool. Working knowledge of GSAFleet.gov, the Federal Motor Vehicle Registration System, GSA Fleet Drive-thru, and fleet maintenance or telematics platforms. Experience with law enforcement vehicle upfitting: emergency lighting and siren packages, mobile radio installation, prisoner transport configurations, and covert or unmarked vehicle builds. Experience administering a state or cover license plate program alongside GSA plates. Experience with the GSA fleet card, disputed charge resolution, credit recovery, and referral of misuse to an Office of Inspector General. Experience serving on or managing an Accident Review Board, and producing accident documentation and annual reporting. Experience drafting Home to Work authorization packages under 31 U.S.C. 1344 or comparable agency authority. Experience building and defending a vehicle budget forecast with a headquarters budget office. Experience supporting a fleet used in undercover, covert, or sensitive operations. Certified Automotive Fleet Manager or Certified Automotive Fleet Specialist credential from NAFA. Prior sworn law enforcement service, or civilian service inside a law enforcement agency.
